Are you a strategic and diplomatic HR professional with expertise in labor relations, investigations, and compliance? Our client, *Relay Resources*, a Portland-based nonprofit creating meaningful work opportunities for people with disabilities, is seeking a *Labor and Compliance Manager* to join their team!
In this pivotal role, you’ll lead efforts to strengthen employee relations, support compliance with collective bargaining agreements, and partner with leaders to promote a respectful, fair, and high-performing workplace. You’ll serve as a trusted advisor on labor issues, performance management, grievance resolution, and investigations — all while helping shape a culture grounded in equity, belonging, and accountability.
*Type: *Direct-Hire! *Salary: *100k – 135k, DOE *Location: *Portland, Oregon – *HYBRID *– 3-days per week onsite
*Responsibilities of the Labor and Compliance Manager: *
* Negotiate and resolve union grievances on behalf of Relay Resources. * Interpret and advise on collective bargaining agreements (CBA) and disciplinary processes. * Conduct and oversee investigations involving employee conduct, grievances, and appeals. * Analyze evidence, prepare documentation, and make recommendations for disciplinary action. * Provide expert consultation on labor laws, compliance, and best practices. * Partner with leadership to ensure consistent, fair, and legally compliant decisions. * Develop and deliver training for supervisors and managers on CBA compliance, progressive discipline, workplace conduct, and equal opportunity practices. * Provide coaching and counseling to employees and leaders on sensitive issues. * Create checklists, forms, and tools to promote policy understanding and compliance. * Conduct stay and retention interviews to identify themes and recommend solutions. * Visit worksites to train and support employees at all levels of the organization. * Support labor negotiations and analyze the impact of proposals and agreements. * Advise management on classification changes, disciplinary hearings, and workplace investigations. * Collaborate cross-functionally with HR, Finance, and Operations to support compliance, documentation, and reporting processes. * Ensure compliance with employment laws, safety standards, and organizational policies. * Represent Relay in unemployment or disciplinary hearings as needed.
*Qualifications of the Labor and Compliance Manager:*
* *5+ years of experience* in employee and labor relations, with union experience strongly preferred. * Bachelor’s degree in HR, Labor Relations, or related field (or equivalent experience). * Strong knowledge of state and federal employment and labor laws. * Proven success in mediation, negotiation, and conflict resolution. * Excellent written and verbal communication skills. * Ability to remain calm and objective in sensitive situations. * Valid driver’s license and reliable transportation (some local travel required). * Experience working with or supporting individuals with disabilities preferred.
