Data Analyst

Anticipated Starting Salary Range: $57,200 - $70,000

Starting Salary Commensurate with Qualifications and Experience

The State Corporation Commission (SCC) is seeking a Data Analyst to join our Health Benefit Exchange (HBE) division. This position offers the unique opportunity to join Virginia’s state-based exchange and will join a growing professional team. The candidate selected for the Data Analyst position will be responsible for participating in data analysis efforts for the HBE. This will entail collecting, analyzing, and interpreting large data sets from Virginia’s Insurance Marketplace, identifying patterns and relationships between data sets, preparing reports, and creating dashboards and data visualizations.

Essential Functions of the Data Analyst position include the following:

  • Perform data mining and analysis to facilitate informed decision-making across the HBE.
  • Document business requirements for specific reports and analytics, and then create solutions to meet those requirements.
  • Develop SQL queries to extract, load, and manage data in a relational database.
  • Develop and maintain data sets, reports, data visualizations, and dashboards to monitor the HBE’s performance for internal and external stakeholders.
  • Assist in the preparation of mandatory statutory and ad hoc reports including working with end users to identify requirements, writing queries, and establishing templates.
  • Identify, assess, and request resolution of data discrepancies by Virginia’s Insurance Marketplace vendor, as well as validate the vendor’s resolution.
  • Collect, analyze, and interpret statistical and numerical data.
  • Validate reports and dashboards provided by the vendor for the Virginia Insurance Marketplace.
  • Support reconciliations required by HBE finance and other stakeholders.
  • Collaborate across the HBE division to educate and improve the understanding of data and analysis.
  • Create and present reports on key metrics to colleagues and HBE senior leadership to support decision-making.
  • Develop, implement, and maintain business processes necessary to support the data analytics team
  • Identify areas for improved processes and designs within the HBE to enhance data integrity, workflows, and access to metrics.
  • Perform related work as required.

This position offers a hybrid work schedule (some in-office and telework days each week) as well as a variety of professional development and training opportunities.

Preferred Qualifications

  • Professional experience performing data analysis.
  • Experience creating data reports and visualizations using one or more standard analytic tool (e.g., Tableau, Sisense, Power BI).
  • Knowledge of SQL and another programming language (e.g., Python, R) to perform data analysis.
  • A bachelor’s degree in Computer Science, Information Systems, Data Analytics, or a related field is preferred.
  • Strong communication skills and the ability to express ideas clearly, both verbally and in writing.
  • Ability to perform data reconciliation and business/systems analysis.
  • Ability to use relational databases and develop SQL to synthesize data from multiple sources.
  • Proficiency in common Microsoft Office applications (e.g., Microsoft Office, Teams, SharePoint).
  • Ability to effectively present information to technical and non-technical audiences.
  • Strong critical thinking and problem-solving skills.
  • Ability to work effectively both independently and in a team environment.
  • Ability to take initiative to research, plan, and execute projects.
  • Ability to adapt to change and manage multiple competing priorities.
  • Ability to establish and maintain effective working relationships with Commission staff, industry personnel, stakeholders, and the general public.
  • Experience with data analysis in the health insurance industry and/or related to the Affordable Care Act is considered a plus.
