Senior – Level Capability Assessments, Experimentation & Future Requirements Analyst Capstone Research Corporation

This role is based in

San Diego, CA

and supports Commander Naval Surface and Mine Warfighting. It is a high‑visibility position with significant growth opportunities.

Key Responsibilities

Support SMWDC HQ, Fleet Forces Command, Commander, Pacific Fleet, Commander, Naval Surface Forces, and OPNAV in capability assessments across all mission area capabilities.

Conduct capability assessments, support experimentation, develop future operational requirements, and produce technical documentation to enhance surface force readiness and modernize naval capabilities.

Evaluate readiness and operational capabilities of naval forces across Surface Warfare, Anti‑Submarine Warfare, Amphibious Warfare, and Integrated Air and Missile Defense.

Assume key roles in the planning and execution of experimentation programs to test and evaluate new capabilities.

Develop future requirements, document needs, and integrate them into budgeting and training programs.

Write and review CONOPS, CONEMPs, TTPs, TACBULS, and TRDs.

Analyze warfighting performance metrics and conduct direct observations to improve readiness.

Support strategic planning, provide expert analysis to senior leaders, and support fiscal year budgeting including POM and Presidential Budget activities.

Develop issue papers, comparison analyses, and improvement plans for training and operational capabilities.

Coordinate with Fleet offices to identify operational requirements and readiness improvements.

Monitor operational proficiency trends and training readiness using SWATT, DRRS, and Fleet input.

Consolidate technical information and support programmatic performance metrics for IAMD, SUW, ASW, AMW, and MIW systems.

Support experimentation and modernization working groups, knowledge sharing networks, and enterprise initiatives.

Conduct impact studies, cost/benefit analysis, dependency models, and project tracking to support capability assessments.

Draft white papers, issue papers, concept papers, and technical reports documenting analysis and planning activities.

Requirements

Current SECRET security clearance.

At least 15 years of recent experience as a Qualified SWO.

At least 5 years of recent experience in technical writing (POM issue papers, CONOPS, CONEMPs, etc.).

Knowledge of the U.S. Fleet Forces Warfighting Improvement Process (WIP).

Experience within the last 8 years on the OPNAV Staff in the N8 or N9 branch, or equivalent.

Knowledge of the DoD acquisition process.

Proficiency with Adobe Acrobat and Microsoft Office Suite applications (PowerPoint, Excel, Word, Teams, Outlook, SharePoint).

Salary: $140,000 – $180,000 per year.
