Scope & Purpose

Under the daily direction of the Property Manager, the Assistant Property Manager is responsible for the overall aspects of the community operations. They may also perform other duties as assigned by their Manager or Regional Director. Duties & Responsibilities

Assists in training of all property staff. Creates a positive, welcoming, supportive environment for residents, visitors, and community staff. Maintains the office in a neat and clean condition. Evaluates staff performance, including annual performance reviews. Counsels underperforming staff and provides critical feedback to improve performance. Prepares, approves, and submits timesheets and payroll adjustments. Assists the Regional Director in selecting community staff and conducts primary interviews. Has a working knowledge of all affordable regulatory forms and documents. Submits accurate and complete reports as specified on Residential One’s time table. Maintains building security measures, ensures proper incident documentation and notification within 24 hours of incident. Responsible for in‑house file audits semi‑annually. Maintains property filing system daily, including applicant, resident, accounting, vendor, and contract files. Ensures all community staff attend mandatory trainings. Understands Boston Post software and paperless workflow process. Prepares Reserve Funds Replacements (RFR). Other duties as assigned. Occupancy

Supervises all leasing activities. Creates goals for team to maintain 100% occupancy through curb appeal, service, and retention strategies. Executes marketing and advertising campaigns for apartment leasing in conjunction with the Affluent Fair Housing Marketing Plan. Notifies residents in writing of all issues affecting tenancy. Maintains vacancy information as required by Residential One, owners, and monitoring agencies. Ensures move‑in certifications are completed and sent to U.S. Housing in a timely manner. Supervises and assists in maintaining a current and accurate waitlist. Processes certification corrections within 48‑72 hours of notification of deficiencies. Oversees re‑certification process and assists with 60/90/120‑day notices as needed. Controls increase letters to be sent 30 days before effective date. Screens and reviews all applications in a timely manner. Calculates income and assets in compliance with Residential One and industry standards. Prepares and pre‑audits first‑year investor lease‑up files, corrects issues as needed. Supervises lease orientations and signings; submits documentation to U.S. Housing for final approval. Stays current on rules and guidelines of the affordable housing applicable to the community. Oversees property tours, shows vacant units, and markets property amenities. Inspects move‑in/move‑out conditions; completes process within 24 hours. Completes semi‑annual apartment/townhome and quarterly exterior/interior inspections. Verifies that correct set‑asides, rent, and income limits are applied. Ensures timely and accurate certifications for both annual and interim periods. Assists staff in preparing for inspections and audits. Remains compliant with policies and laws affecting marketing and leasing. Files court documents for evictions and attends scheduled court hearings. Prepares accurate and timely affordable year‑end and/or quarterly reports. Assists in purging files annually as applicable. Finances

Achieves financial stability through cost reduction and system implementation to maintain 0% delinquency. Files delinquent rent monthly and follows up to collect or evict. Administers security deposits, inspects units, prepares disposition letters, and processes returns within 21 days. Deposits rent and related funds to the bank and maintains accurate files. Ensures Boston Post batches match bank scans or deposits. Follows rental policy for daily rent collection and delinquent account notices. Prepares annual operating budget, works with Regional Director to maintain guidelines, and explains monthly variances in writing. Familiar with all AP and AR procedures and requirements. Maintenance

Manages operations and purchases for the maintenance department. Solicits and reviews bids for contract work before approval. Ensures contract work is completed in the community. Assists maintenance staff in effective budget use. Maintains strict adherence to purchase order/invoice processes. Oversees inventory control system. Ensures preventative maintenance schedule is completed on time. Supervises daily property inspection and clean‑up (curb appeal). Ensures work orders are completed promptly. Other duties as assigned. Qualifications

High school diploma/GED required. 2+ years’ experience in residential leasing or property management. 1+ years’ experience working with LIHTC/Section 8 property management. Excellent communication and time‑management skills. Well‑developed customer service and sales skills. Physical Requirements

General office work, including extended sitting and computer operation. Occasional standing, operating copier/fax/scanner. Movement between departments, floors, and properties. Conducting property tours, requiring walking and/or climbing stairs. Regular talking, hearing, writing, and typing. Reading and understanding information orally and in writing.
