Program Manager, Director of Operations

Compensation:

$23.25 per hour (Full‑time). Weekend and overnight availability mandatory. About the Organization and Program Mission Action nurtures individual wellness and cultivates collective power among low‑income and immigrant communities to create a more just society. As a multi‑issue, multi‑strategy organization, we work to improve lives on an individual level and advance broader social change through advocacy and community organizing, addressing homelessness, affordable housing, and immigrant rights.

The BVHM FES uses the school's gym as a family emergency shelter, providing shelter for up to 20 families at a time during evening and overnight hours from 6:00 pm to 7:00 am.

Position Description Under the supervision of the BVHM FES Program Manager and Director of Operations, Shelter Monitors oversee the operations and security of the shelter site and supervise shelter youth and families. The shelter operates 7 days a week, 365 days a year. Staff work one of two shifts: 5:30 pm–1:00 am or 1:00 am–7:30 am on weekdays, and 5:30 pm–2:30 am or 2:30 am–10:30 am on weekends. Available shifts may vary, with hours ranging between 18–40 hours per week. Both full‑time and part‑time monitors are sought.

Essential Duties and Responsibilities

Ensure the safety and security of the shelter site and respond to emergency situations as needed

Consistently enforce all shelter policies for staff, youth, and family participants

Understand and explain shelter rules and grievance policies

Schedule shelter hearings

Make regular reports to shelter management using daily logs, forms, e‑mail, and phone calls; provide pertinent data for contract and grant reports

Report issues requiring repairs and maintenance to the Director of Operations

Facilitate daily check‑in and check‑out of guests from the shelter

Mediates and de‑escalates conflicts

Complete mandated reporter training and certification; report instances of child abuse/neglect as needed

Remain awake and alert during assigned shifts and ensure that other night staff do likewise

Participate in fundraising and organizing efforts as needed

Attend organizational and departmental meetings, trainings, and activities

Maintain a professional attitude and work ethic

Comply with Mission Action policies and procedures, and laws pertaining to the operation of Mission Action

Perform other duties as assigned

Qualifications

Strong commitment to serving low‑income and underserved communities and ability to communicate with a broad range of clients and colleagues

Commitment to social justice issues and familiarity with Mission Action’s mission and work

At least 1 year of experience providing services to low‑income, homeless youth and families

Must be able to remain awake and alert for entire shift

Written and oral communication in English required

Spanish bilingual – ability to speak and write enough to provide instructions and basic communication; fluency strongly preferred

Basic computer proficiency (MS Word, e‑mail, etc.)

High‑school diploma or equivalent

Experience working with underprivileged adults or day laborers, LGBTQ and/or immigrant communities preferred

Volunteer experience, customer service experience and transferable skills considered

CPR/First Aid Certification within 3 months of hire

Must obtain TB and background clearance upon hire
