The WSLCB Enforcement and Education Division is announcing an opportunity for two Program Specialist 3 positions, one in Pasco, WA and the other in Mount Vernon, WA. These are project positions funded through May 2030, with eligibility for continued funding through a federal RFP process. This position reports to the FDA Program Coordinator or designee and is assigned to a primary area to conduct field inspections at tobacco retail locations. The Inspector conducts undercover buys of tobacco and vapor products and performs compliance checks to determine retailer compliance with age verification requirements, and conducts advertising and labeling inspections in accordance with the Federal Tobacco Control Act. Inspectors assess the Investigative Aide participants’ needs, and develop specialized training for the FDA program. The Inspector will assist in recruitment, onboarding, and training of underage persons (ages 16-20) to participate in undercover buys for all units in the Enforcement and Education Division. The FDA Inspector works remotely and is assigned to a field enforcement office. Inspectors are issued vehicles, laptops, GPS systems, and iPhones for data collection. Responsibilities

Analyze and interpret information to plan and conduct tobacco inspections in compliance with state and federal guidelines. Anticipate potential conflicts, plan with staff and outside entities, research solutions, and recommend resolutions to meet program goals. Assist in recruiting, interviewing, hiring, onboarding, training, and scheduling underage purchasers (Investigative Aides 18-20) for tobacco, vapor, liquor, and cannabis compliance checks; monitor participant eligibility and participation. Manage recruitment, interviewing, hiring, onboarding, training, and scheduling of underage purchasers (Investigative Aides 16-17) for the FDA Program; supervise safety protocols during compliance checks. Use computer software (Microsoft Office, TIMS, DocuSign, and state systems) to review information for inspections. Demonstrate knowledge of tobacco retailers through reports, letters, and testimony for proper dissemination of information. Collect, process, and securely store all evidence from compliance checks. Organize inspection workload to maximize efficiency and meet timelines using TIMS database. Independently manage and schedule resources for inspections, coordinating Investigative Aides and other staff as needed. Communicate with divisional field management to coordinate tobacco inspection activities. Maintain knowledge of federal and state legislative issues; develop or coordinate changes to RCW and WAC rules as directed. Manage routine maintenance for state-assigned vehicles, including safety checks, car washes, mileage reporting, and damage control. Required Qualifications: Six (6) years of experience in planning, policy analysis, coordination, and consultation across public/private agencies, organizations, or government levels. OR An Associate’s degree and four (4) years of relevant experience. OR A Bachelor’s degree and two (2) years of relevant experience. Note:
