Department Summary MITRE’s CMS Alliance to Modernize Healthcare FFRDC (Health FFRDC)'s Centers for Medicare & Medicaid Services (CMS) Programs Division is responsible for MITRE's CMS work program. We are looking for a CMS Engagement Lead at the Senior Principal Level to join our leadership team at MITRE’s McLean, VA or Baltimore, MD locations.
Roles & Responsibilities We are seeking a dynamic and results‑driven CMS Engagement Lead to spearhead our growth initiatives across CMS to advance the agency's mission. The ideal candidate will have a deep understanding of CMS programs, policies, and procurement processes, coupled with a proven track record of identifying, capturing, and securing federal contracts. This role is pivotal in driving strategic growth, building strong government relationships, and positioning MITRE as a trusted advisor to CMS.
Key Responsibilities
Strategic Growth Planning: Develop and execute a comprehensive business development strategy to expand MITRE’s footprint within CMS, aligning with the agency's mission and priorities.
Opportunity Identification: Proactively identify and quantify new business opportunities within CMS, leveraging market research, industry trends, and client insights.
Capture Management: Lead the capture process for high‑priority opportunities, including competitive analysis, teaming strategies, solution development, and proposal planning.
Relationship Building: Establish and maintain strong relationships with CMS leadership and staff and industry partners.
Market Intelligence: Stay informed on CMS initiatives, funding priorities, and policy changes to anticipate opportunities and position MITRE effectively.
Teaming and Partnerships: Identify and build strategic partnerships with other organizations to enhance MITRE’s competitive positioning.
Proposal Support: Collaborate with proposal teams to ensure alignment with CMS needs, win themes, and contracting requirements.
Performance Metrics: Track and report on business development activities, including pipeline growth, win rates, and revenue targets.
Capability Development: Develop a strong understanding of MITRE’s existing differentiated capabilities and identify areas for future investment and differentiation.
Basic Qualifications
Master's degree in health‑related field with a focus on management and/or policy.
10 years of experience and proven track record in business development and capture management within the federal government market, with a focus on CMS.
In‑depth knowledge of CMS programs and existing relationships with CMS stakeholders and industry partners.
Experience with health IT, data analytics, or healthcare policy solutions.
Familiarity with tools such as GovWin, SAM.gov, or other federal opportunity tracking platforms.
Strong understanding of federal procurement processes, including FAR regulations and contract vehicles (e.g., GSA, IDIQs, BPAs).
Exceptional communication, negotiation, and relationship‑building skills.
Ability to manage multiple priorities and work in a fast‑paced, deadline‑driven environment.
This position requires a minimum of 4 days a week on‑site.
Clearance: None required.
Salary compensation range and midpoint: $182,000 – $227,500 – $273,000 Annual.
Work Location Type: Onsite.
