in the Access & Eligibility Services (AES) Department. The role is full‑time, exempt, and day‑shift. Telework is eligible. Closing date is 01/20/2026.

Location Primary location: TOMBALL, TX (29250 TOMBALL PKWY). Other locations within Texas include Austin, Abilene, Beaumont, Dallas, Edinburg, El Paso, Houston, Lubbock, San Antonio, Tyler.

Role Summary The Data Analyst IV serves as the lead subject matter expert on data integrity, extraction, and compilation for internal and external stakeholders. Responsibilities include data quality assurance, development of data visualizations, software application support, and mentoring internal staff.

Responsibilities

Lead data integrity, extraction, and compilation for both internal and external customers (30%).

Develop and maintain performance measure visualizations and reports using data visualization tools.

Develop software applications or programming for tracking ISS statistical data.

Accurately update databases, data collection systems, and analytics, and compile, query, calculate, and load data from multiple formats (20%).

Identify data gaps, errors, anomalies, inconsistencies, and redundancies; cleanse and prepare data; develop proof‑of‑concept mockups; convert raw data into database tables (15%).

Consult on workgroups and collaborate with ISS management, program staff, and vendors to understand business requirements for performance visualizations and reporting solutions (10%).

Collaborate with ISS management to analyze data patterns, gauge progress toward targets, and provide recommendations to HHS leadership (10%).

Contribute to continuous improvement of ISS processes, automate processes, and maintain design consistency across visualizations. Mentor and train internal staff (5%).

Prepare concise data reports and analyses and present them to HHS stakeholders and leadership (5%).

Perform other duties as assigned to meet the mission and goals of HHSC (5%).

Qualifications

Knowledge of relational databases and database design.

Knowledge of scientific research methods, statistical techniques, mathematics.

Knowledge of local, state, and federal laws and regulations relevant to program areas.

Comprehension of fraud prevention and detection for SNAP, TANF, CHIP, and Medicaid programs (preferred).

Knowledge of computer programming principles, spreadsheet macros, and database design.

Skill in data visualization development, data modelling, advanced calculations, and interactive visualizations.

Skill in SQL and/or other query languages; performing queries, extracting, joining, and loading data.

Skill in working with streaming and unstructured data from multiple sources.

Skill in creating graphical user interfaces, mockups, prototypes, and design documents.

Skill in critical thinking, problem solving, and optimizing user experience.

Skill in using visualization preparation software and statistical software.

Skill in EXCEL and other spreadsheet software.

Skill in graphical, tabular, and geographical presentation of data.

Ability to translate complex data into user‑friendly information.

Ability to identify problems, evaluate alternatives, and implement effective solutions.

Ability to implement new technology and work processes to enhance decision‑making.

Ability to build, establish, and maintain effective working relationships.

Ability to plan, organize, and conduct data analytic projects.

Ability to develop and interpret statistical data charts, maps, and tables.

Initial Selection Criteria

Graduation from an accredited four‑year college or university with major coursework in computer science or a related field (preferred).

Relevant experience in data analytics, data cleaning, statistical analysis, and computer programming may substitute education per year‑to‑year basis.

Excellent written communication; demonstrated by detail and completeness on the state application.

Experience making presentations to small and large groups (preferred).

Experience developing policies and procedures (preferred).

Experience supervising eligibility staff and/or investigators (preferred).

Experience in data review and analysis (required).

Experience with SQL (required).

Experience in leading and mentoring staff (preferred).

Current experience in SNAP, Medicaid policy, and procedures (preferred).

Current experience in TANF program (preferred).

Training or experience demonstrating awareness of project management practices and the project life cycle (preferred).

Experience performing multiple tasks with conflicting deadlines in a timely manner (required).

Willingness to work beyond normal hours (8 AM–5 PM) as needed and required.

Experience using Microsoft Word, Excel, and Outlook (required).

Willingness to travel up to 10 % of the time.
