Description Under general administrative direction, plans, directs, manages, and oversees the functions, programs, and operations of the Engineering Division and serves as the City Engineer. Coordinates assigned activities with other departments and outside agencies. Responsible for the development, review, and oversight of plans, specifications, construction, and cost estimates for all City projects and submittals. Provides complex administrative support to the department Director, Assistant City Manager, and City Manager, while primarily focused on managing, coaching, and developing staff. Position requires extensive expertise in specialized functions to develop policies, procedures, and innovative strategies for the organization’s business goals.

Examples of Duties

Provides effective direction, control, and management over key engineering functions including infrastructure and utilities engineering, transportation engineering, construction management, and development review.

Manages, supervises, and assists subordinate staff in planning, design, and construction of streets, sidewalks, water and sewer systems, drainage structures, transportation facilities, and other public works, including the 5‑Year Capital Improvement Plan, G.O. Bond Projects, Utility Bond Infrastructure Projects, and the Master Plan of the City.

Prepares and oversees the preparation of engineering designs, specifications, and cost estimates for a wide variety of capital improvement projects.

Signs plans for public works improvements and stamps plans designed in-house.

Develops and maintains standards and specifications for City infrastructure projects.

Prepares and administers division budget.

Monitors coordination with developers, contractors, engineers, and the public; resolves discrepancies and problems with outside parties.

Ensures effective coordination between engineering/design and operational/maintenance components of projects.

Determines priorities and work sequences; assigns personnel accordingly.

Analyzes, evaluates, plans, and executes engineering activities, programs, and strategies; sets benchmark criteria to measure division performance.

Selects consultants, reviews plans and bid packages, evaluates work progress, approves pay requests, and makes presentations as necessary.

Reviews development applications through the Development Review Committee process; provides written comments and meets with engineers, architects, owners' representatives, and attorneys.

Checks site development plans for compliance with applicable codes and regulations.

Composes reports and presentations; writes standard operating procedures; maintains records.

Responds to and resolves difficult and sensitive citizen inquiries and complaints promptly.

Reviews and approves payroll.

Conducts vulnerability assessments and prepares emergency response plans.

Represents the Public Works department to other departments, elected officials, and outside agencies regarding engineering activities.

Builds relationships with contractors and surrounding municipalities for emergent situations.

Participates on boards, commissions, and committees as required.

Explains, justifies, and defends division programs, policies, and activities; negotiates and resolves sensitive and controversial issues.

Stays current with trends and innovations in engineering.

Supervision

Reviews and evaluates work methods and procedures; meets with staff to identify and resolve problems.

Assesses and monitors workload; identifies opportunities for improvement and implements changes.

Selects, trains, motivates, and evaluates personnel; coordinates staff training and recommends discipline or termination when appropriate.

Oversees and participates in the development and administration of departmental budgets; approves funding forecasts and expenditures; implements budgetary adjustments as necessary.

Minimum Qualifications Graduation from an accredited college or university with a bachelor’s degree in Engineering; eight (8) or more years of engineering experience, including at least three (3) years of supervisory or management experience in municipal government; possession of a valid Professional Engineering (P.E.) license issued by the State of Florida; valid Florida driver’s license and satisfactory driving record; National Incident Management System (NIMS) certification (level to be determined) or ability to obtain within one year; and Florida Certificate of Registration as a Professional Engineer.

Physical Requirements Tasks involve light physical effort, including lifting, carrying, pushing and/or pulling objects up to 20 pounds; climbing, balancing, stooping, kneeling, crouching, crawling, walking, or standing may be required.

Environmental Requirements Tasks are performed indoors and not exposed to adverse environmental conditions.

Sensory Requirements Tasks require sound and visual perception, discrimination, and oral communication ability.
