Overview Responsible for developing, modifying, and documenting complex COBOL programs, primarily for mainframe systems. This position requires expertise in system design, including creating detailed flowcharts, system definitions, and ensuring quality through advanced auditing procedures. The role also encompasses leading feasibility studies for system conversions, coordinating significant system and programming projects, and maintaining a thorough understanding of browser-based interfaces to mainframe programs.

Duties and Responsibilities

Architect and code new COBOL modules to meet specific vehicle applications requirements; integrate COBOL applications with other systems and platforms, ensuring seamless data flow.

Periodically review and refactor existing COBOL code to improve efficiency and adapt to changing business needs.

Address and rectify any bugs or system malfunctions to ensure uninterrupted operations.

Maintain comprehensive documentation of code changes, system modifications, and updates for future reference.

Ensure all development adheres to industry standards and best practices specific to COBOL and mainframe environments.

Work closely with cross‑functional teams, including business analysts and IT operations, to gather requirements and ensure system alignment with business objectives.

Provide technical expertise and guidance to junior developers and stakeholders on COBOL‑related matters.

Complete necessary education, training, and certifications to stay abreast of latest technologies affecting Illinois Secretary of State information security.

Travel as necessary for education and meetings.

Perform other duties as required or assigned.

Education and Experience Requires knowledge, skill, and mental development equivalent to the completion of two years of college with coursework in computer science or 2.5 years of technical systems and/or programming experience as an Information Systems Technician, or any equivalent combination of education and experience and/or IT project management.

Knowledge, Skills and Abilities

Working knowledge of systems design and implementation, including program compilation, testing, and data transcription.

Working knowledge of data capture devices and methods for receiving and transmitting data from remote locations to a computer.

Understanding of computer communication, information retrieval systems, and management information tools.

Familiarity with feasibility studies for converting to computer applications.

Ability to organize facts and findings, analyze data logically, and present results clearly in oral and written form.

Ability to use and understand appropriate methods, tools, applications, and processes.

Approach work in a rational and organized manner.

Exercise sound judgment in analyzing, evaluating, and solving procedural, organizational, and technical problems.

Adhere to organizational standards for security, privacy, and ethics.

Willingness to travel and possession of a valid Illinois driver’s license.

Ability to lift, carry, and push/pull 0–50 lbs.
