Description The Lead Business Analyst will champion the analysis of complex business processes, documenting cross‑agency workflows, identifying opportunities, and establishing deep collaboration with the technical teams on delivering solutions. The ideal candidate will have strong analytical skills, some overlap into the Software Engineering (DevOps) practice, as well as some overlap into the Change Management practice.
Primary Responsibilities
Deliver precise functional specifications to include functional hierarchy, workflow, business rules, interface design and definitions, outstanding issues, data analysis, and data mapping to clients and development staff.
Be responsible for translation of customer requirements into comprehensive User Stories, acceptance criteria and recommending appropriate solutions.
Help build and document specifications for development.
Update and maintain Requirements Traceability Matrix.
Support gap analysis between application and stated customer requirements and collaborate with Architects and Developers to estimate project impact.
Work with Development, QA, and Production Support teams to communicate, verify, and test the desired functionality changes.
Work with the clients to demonstrate the changes to the system to ensure all relevant business needs are addressed.
Develop training materials and provide training in a one‑on‑one or classroom environment.
Manage multiple competing priorities through effective organization and communication.
Leadership Responsibilities
Attend meetings with clients and internal team.
Coordinate Delivery Team tasks and assignments, monitor team/tasks progress.
Create, review, facilitate discussions related to requirements.
Support System test, regression test, smoke test.
Review of Help Desk tickets and responses when needed.
Support Planning and conduct of end user training sessions. Prepare training materials.
Prepare and review outreach emails and review outreach user list. Track outreach activities.
Write and review process and procedure documentation. Monitor use of SOPs.
Support Weekly Agile Release Train Status Meetings to provide updates on team/sprint status.
Education and Experience
Must have solid "hands‑on" experience with User Stories and know the progression in building User Stories with the customer and their workflows.
Bachelor's Degree or higher in technology‑related field or relevant experience in implementing software.
8 or more years of experience as an Analyst.
Understanding of business analysis principles, processes, techniques, and workflows.
Ability to develop and prepare use cases, functional specifications, and technical requirements.
Ability to understand and represent the needs of the end user in a software development environment.
Local government experience is preferred but not required.
