Export Control Analyst (Research Security and Trade Compliance)

Overview
Export Control Analyst (Research Security and Trade Compliance) supports the Research & Innovation Office (RIO) with institutional compliance of international trade laws and regulations, including ITAR, EAR, and OFAC regulations. The role involves knowledge of U.S. import/export control laws and sanctions and contributes to research security initiatives and CHIPS and Science Act/National Security Memoranda compliance. Responsibilities Perform assessment, documentation and issuance of export control guidance related to international agreements, international travel, foreign gifts and donations, sponsored programs proposals, awards, sub-recipients, and international shipping. Manage relationships with customs brokers and other carriers, international and visiting scholar appointments, financial and sanctions compliance, technology transfer, Self Classification of USML/ECCN items and defense articles, technology control plans and other security plans; monitor compliance and assist with export license applications for international exports and deemed-exports.
Input data into export control databases including regulatory compliance guidance, training, export assessments, prior US Government approvals, and identify campus equipment that may trigger export control obligations.
Work with faculty, staff, and students to provide subject matter expertise on university policy and procedures related to export controls and assist in training junior personnel.
Assist in implementing institutional-wide export control policies and procedures and document procedures in the Export Compliance Management Plan (ECMP).
Support International Student and Scholar Services (ISSS) for international and visiting scholar appointments and other visa assessments, including restricted party screening and managing visa and red-flag databases.
Support the Office of Conflicts of Interest and Commitments by performing foreign influence assessments of international activities related to research and non-research activities; identify licensing or notification requirements for certain international activities.
Draft and implement compliance protocols under supervision on export-controlled sponsored programs and other activities requiring export compliance, including identifying restrictions, verifying participant foreign person status, determining licensing requirements, creating Technology Control Plans (TCPs) or other security protocols, processing export licenses, drafting exemptions, record-keeping, and monitoring compliance.
Review agreements and suggest contractual language modifications related to international trade compliance (MOU, Sole Source, NDA, PIA, MTA, Confidential Disclosure, Technology Transfers/Patents). Specialized Areas Restricted, Proprietary and Classified Research: provide support in oversight and management of the University of Colorado's facility clearance. What You Should Know
