Position Purpose
The
Director for Research Integrity and Security
oversees the research‑related compliance areas described below in close cooperation with all internal and external stakeholders. The Director establishes the necessary policies and procedures and administers the relevant programs to ensure compliance in those areas.
Required Qualifications
Masters or equivalent combination of education and experience
Five years of experience working with faculty and senior administrators on research compliance issues, or the equivalent
Proven ability to comprehend and apply federal regulations
Ability to handle highly sensitive information with the utmost discretion
Knowledge of legal, social, ethical issues surrounding research compliance matters
Demonstrated ability to think creatively, analyze and solve complex cases and achieve results in a fast‑paced, deadline‑driven environment with multiple priorities and stakeholders
Proven ability to use legal, social, and ethical standards in administration of Dartmouth policies related to research compliance
Excellent oral and written communication skills to convey complex information to a variety of constituents
Excellent time management and organizational skills and ability to meet deadlines
Commitment to diversity and to serving the needs of a diverse community
Preferred Qualifications
Juris Doctor (J.D.) or equivalent is strongly preferred
Fully relevant experience in research administration in higher education or healthcare is strongly preferred
Key Accountabilities
Research Security Leadership (35%)
As the designated Director of Dartmouth’s Research Security Program, establish, revise, and oversee compliance with a research security program that meets all federal requirements for foreign travel security, research security training, cybersecurity, foreign influence reporting, and export control training
Develop and oversee policies and programs for faculty and staff training in these areas
Work with stakeholders to develop mechanisms and monitor and support international travel to ensure compliance
Monitor all institutional and external developments related to research security and address emerging requirements and areas of concern
Conflict of Interest Management and Compliance (25%)
Serve as the designated institutional official for research related COI oversight and management
Guide and oversee the Conflict of Interest Committee (COIC)
Oversee compliance with COI management and required federal and other reporting in cooperation with the Office of Sponsored Projects
Oversee required research related COI training
Maintain official institutional records related to the federally required research related COI disclosure and review process
Provide guidance to researchers and manage the approval process for commercial activities using Dartmouth facilities
Interpret and apply federal regulations and institutional policies on COI in research
Own and maintain Dartmouth’s COI online disclosure system, COI Rapport, and oversee regular updates and improvements
Oversight of Ethical Research Practices (25%)
Identify and support best practices in research integrity campus wide
Oversee required researcher training and provide training in research ethics and responsible conduct of research as needed
Lead institutional response to allegations of research misconduct and work with faculty panels and committees to pursue inquiries and investigations according to federal regulations and Dartmouth policy
Policy Initiatives (15%)
Lead research‑related policy initiatives
Serve as a key resource to the Vice Provost for Research on compliance issues
Advise on legislation, regulations, policies, and procedures related to research
Collaborate with Dartmouth‑Hitchcock Medical Center and the Council on Sponsored Activities on research matters
Maintain official institutional record of research‑related training programs
Oversee development and maintenance of the Research Integrity website
Other duties :
Demonstrate professionalism and collegiality in a welcoming environment for all
