Required Skills
3-5 years experience as Data Analyst with public health data modeling, data mapping, and data cleansing

Experience with web services (REST, SOAP)
3-5 years GIS infrastructure administration and monitoring
SQL Server

Solid background in data integration, staging, quality, and distribution
Knowledge of IT best practices, organization, and operations
Required Education Bachelor's Degree in a relevant field of work or equivalent work experience.

Scope of the Project Additional staff is needed to assist current staff with backend support of the agency GIS environment, support scripts and GIS REST services. The team will ensure systems follow industry best practices to ensure strategic initiatives and compliance with federal and state regulatory laws, and to ensure business continuity. This position supports Public Health initiatives and is part of the team responsible for maintaining critical agency functions including health facility adequacy analysis and geographic information services during emergency response operations and day‑to‑day GIS solutions.
Daily Duties / Responsibilities
Provide support, analysis, testing, problem resolution, reporting, and monitoring of GIS environment and services associated with sensitive data that are restricted and confidential.
Work in a team environment with other GIS and IT staff to support GIS solutions and users.
Support agency GIS backend interoperability, REST services, Web API services, Python scripts, and online web mapping solutions.
Ensure that de‑identification principles are applied when modeling restricted and confidential health data sets, following security policies and procedures.
Perform complex analysis, design, testing, documentation, and implementation of GIS applications and upgrades.
Develop and maintain Python scripts supporting GIS interoperability capabilities.
Manipulate spatial data and common GIS formats.
Develop and maintain spatial queries.
Assist with supporting public health and related spatial data layers.
Perform spatial analysis using Spatial Analyst, Insights, Network, and Business Analyst to meet Public Health requests.
Create complex cartographic products.
Develop and maintain GIS REST services for Public Health data.
Support applications in ArcGIS Online and ArcGIS Portal.
Work with IT staff to learn system technical functionality and IT Security Standards and practices.
Provide system user support focusing on public health requests.
Assist staff with system-related problem resolution.
Assist with system user account permissions and security.
Create and maintain supporting system and training documentation.
Coordinate and assist with system testing and production validation.
The position requires 40 hours per week for the duration of this project. Flexible hours may be necessary, including work outside traditional business hours. Scheduling will cover operational hours Monday–Sunday, 7:00 am to 6:00 pm.
The selected candidate will work with the Assigned Section Manager to identify, prioritize, and schedule workload and implementation to IT standards and procedures, and work with customer and subject matter experts for system design and testing.
