Overview Parsons is looking for an experienced Systems Construction Manager to join our team. This program is the premier infrastructure initiative in the country, with a comprehensive set of rail investments to improve commuter and intercity services, add resiliency, and create new capacity between Newark, NJ and New York City.

Program background The Gateway Program is the most urgent infrastructure program in the country. It includes the Hudson Tunnel Project, a new two-track tunnel under the Hudson River connecting to Penn Station New York, and the rehabilitation of the existing North River Tunnel. The Gateway Development Commission (GDC) finances and develops the Hudson Tunnel Project.

As a tri-venture partner with Parsons, Arcadis, and Mace (MPA), we provide advisory services to GDC for the development and implementation of the Hudson Tunnel Project under a master service with task orders for a 15-year contract. Services include strategic advisory, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, and related services.

What You'll Be Doing

Direct the overall planning of construction activities to identify critical milestones and priorities.

Determine budget estimates and staffing requirements for the defined scope and schedule. Ensure subcontractors and major construction equipment are available when needed for maximum efficiency and productivity.

Establish assignments for Construction Superintendents for various work areas, monitor progress, and recommend corrective actions as necessary.

Conduct performance evaluations and recommend promotions and salary actions.

Manage manpower, materials, and equipment to maximize efficiency, maintain schedules, and meet budget goals. Proactively address potential issues to meet critical milestones.

Ensure sound construction practices to achieve quality control at maximum efficiency and minimum cost.

Prepare periodic progress reports for higher-level management and clients, including formal presentations.

Ensure effective implementation of Company and client policies and procedures, including labor relations policies.

Serve as the primary contact with client representatives, subcontractors, and government representatives for construction-related activities. Maintain strong client and community relations.

Perform other responsibilities as appropriate.

What Required Skills You'll Bring

15+ years of experience in rail, transit, systems, track, signals, traction power, installation, testing, and commissioning.

NFPA-130 experience.

Fire-protection and life-safety requirements for underground, surface, and elevated fixed guideway transit and passenger rail systems, including stations, train ways, emergency ventilation, and communications and control systems.

Experience with Rail and Transit Mega-Projects.

Compensation and Benefits Salary Range: $128,700.00 - $231,700.00
