Job Description Perform special duties as assigned. Research, analyze, develop and revise engineering policies, procedures, guidelines, instructions and design aids for statewide use in the development of right of way and construction plans. Provide engineering guidance and technical assistance for the development of uniform plan assemblies that meet AASHTO, FHWA and VDOT requirements. Discuss, interpret and review research, studies, findings and recommendations with agency management. Foster a cohesive team environment that results in quality products and services.
How You Will Contribute
Administrative and Technical Support: Provide diverse administrative and technical support to a manager, work group, section, district or division. Handle phone calls, contacts and communications from VDOT staff and others external to the organization. Prepare correspondence or reports and analyze, research and interpret data.
Computer and CADD Skills: Use MicroStation software, non-CADD applications, Adobe, and Microsoft Office applications to develop and deliver policies and procedures.
Perform duties as assigned.: Perform duties, tasks, activities and/or projects as assigned.
Project Compliance: Perform evaluation of correctable non-compliance items identified in Improvement Reviews in accordance with applicable law, regulations, and internal processes to determine whether corrective actions have been taken.
Quality Reviews: Perform quality checks on assigned projects to ensure compliance with current requirements mandated by local, state, and federal agencies. Review the work of others for quality and direct revisions as needed. Analyze design-related problems and take appropriate action for resolution.
Roadway Design Policies and Procedures: Develop roadway design policies and procedures for application on a wide range of transportation projects. Resolve difficult issues and interpret and apply policies and procedures.
Teamwork: Coordinate the flow of information to and from others that contributes to project plan development and execution. Demonstrates customer service and work habits that reflect the VDOT Values and coordinates the flow of information both orally and in writing.

Minimum Qualifications
Ability to analyze, interpret, evaluate and make recommendations.
Ability to communicate effectively orally and in writing, as well as build effective relationships with diverse audiences.
Ability to develop roadway design policies and procedures for projects.
Knowledge of civil engineering practices and principles in roadway design.
Knowledge of roadway design criteria, standards, specifications, and construction.
Skill in conducting qualitative and quantitative analyses.
Skill in the use of computers and software applications to include CADD, engineering design software, Adobe and Microsoft Office.
Additional Considerations
A combination of training, experience, or education in Mechanical Engineering, Civil Engineering, Design, Construction, Security, Finance, Public Administration, Business Management or related field desired.
Experience communicating in writing to formulate reports, presentations and graphic visualizations.
Experience in researching, creating, editing, implementing, and maintaining policies and procedures.
Experience in roadway design, construction, materials and development of roadway and construction plans.
Experience using MicroStation, MS Office and Adobe.
Experience using software programs to conduct analysis and store data.
Experience with performance metrics.
Experience working with transportation operations and VDOT engineering policies.
