Credence has an immediate need for a Budget Analyst at the junior level to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program at Aberdeen Proving Ground (APG), Maryland. The PM PNT provides administrative, business management, programmatic contracting, information technology (IT), program management, engineering, logistics, test and evaluation (T&E), training, operations, security, technology protection, foreign military sales, and acquisition and strategic planning services to the Army director PNT systems.
Responsibilities
Will provide classified and unclassified financial management support services for the resource planning and execution of PM PNT programs.
Shall assist with General Fund Enterprise Business System (GFEBS) organizational set up, planning, maintenance, surveillance of reporting, and troubleshooting execution issues when required, and assure compliance with Statement of Budgetary Resource Audit standards.
Will provide subject‑matter expertise (SME) on all financial related issues ensuring adherence to the Financial Management Regulation (FMR). Deviations from FMR guidance shall be reported to PM PNT leadership within one business day of identification.
Shall support the PM PNT Planning, Programming, Budgeting and Execution Process. The Contractor shall make recommendations IAW the requirements of DoD Directive 7045.14.
Will process, monitor, review, and execute transactions in financial systems including GFEBS, Logistics Modernization Program (LMP), Defense Travel System (DTS), and the Comprehensive Cost and Requirement System (CCaRS).
Shall modify and maintain records, on the PM PNT Business Management SharePoint site and the United States Army OneDrive, of all PM PNT financial documentation to ensure accountability of all PM PNT funding transactions.
Will support PM PNT with monthly financial audit, obligation, and expenditure preparations to include updating, correcting, and maintaining PM PNT financial documentation on the SharePoint site and providing paper copies for monthly reviews.
Shall assist in the review of financial data, to include invoices on all contracts within PM PNT. The Contractor will assemble, summarize, and report any findings to PM PNT leadership. If necessary, the Contractor will be firewalled to ensure sensitive information will not be disclosed.
Education, Requirements & Qualifications
An active secret security clearance is required.
One (1) to five (5) years’ experience with Research, Development, Test and Evaluation Descriptive (RDTE, or R‑Forms) procurement funds. Preferably within a project‑management organization.
Or experience could be with General Fund Enterprise Business System (GFEBS), cloud Program Optimization & Budget Execution (cPROBE), Comprehensive Cost and Requirement System (CCAR), as well as Procurement Backup Book (P‑Forms).
This position may require up to 25% travel in and out of the contiguous US.
Location: Middle River, MD | Salary: $62,900.00 – $110,100.00
