Program Analyst

at the senior level to support the Army Positioning, Navigation and Timing (PM PNT) System Engineering and Technical Assistance (SETA) Program at Aberdeen Proving Ground (APG), Maryland. PM PNT provides a range of services including administrative, business management, programmatic contracting, IT, program management, engineering, logistics, T&E, training, operations, security, technology protection, foreign military sales, acquisition, and strategic planning for the Army PNT systems. The SETA services support planning, development, management, sustainment, and execution of the U.S. Army’s PNT portfolio. PM PNT provides a lifecycle approach for PNT system architecture and products for Army platforms, including MAPS, DAPS, Assured Protection and Alt Nav Technology Development, RSAM, and future PNT efforts in CONUS and OCONUS. Education, Requirements and Qualifications Responsibilities

Develop, review, and provide recommendations for classified and unclassified PM PNT products including program objectives, integrated master schedules, budget requests, requirements analysis, strategies, schedules, program documentation, program briefings, business case analysis, acquisition planning, policy implementation and milestone objectives. Prepare objectively based data and analysis for planning and budget documents to evaluate and respond to resourcing, costing, milestones, objectives, and to defend programs and projects. Prepare for and attend PM PNT program meetings (IPTs, Milestone Decisions, POM reviews, PMRs, QPRs, TRA reviews, budget reviews) and document proceedings with recommendations (CDRL A010). Review, recommend, and update program documentation supporting the acquisition process and long-term PM PNT program planning. Develop, review, and maintain program-level documentation required by law, regulation, and policy (e.g., DoD 5000.01, AR 70-1) including APBs and ADMs for MDRs. Assist in preparation and recommendations for short- and long-range program financial planning. Identify, prepare, review, and track changes to PM PNT policies and procedures in acquisition to address new or changing requirements from DoD/OSD and Army leadership. Provide updates and inputs at IPTs and working groups for IMS, PM PNT reports, and briefings to senior management; participate in program reviews and product reviews. Plan, coordinate, organize, implement, and prepare minutes for PM PNT events as required. Education, Requirements and Qualifications (continued)

An active DoD Secret security clearance is required. U.S. Citizenship is required due to the sensitivity of customer requirements. Bachelor’s degree with five years’ experience in systems acquisition, budgeting, and scheduling, specifically in Programmatic Acquisition (POM, P&R forms, spend plans) within the last 5 years. Working understanding of standard Army and ASC planning and execution systems. Experience with DoD/Army acquisition program analysis, including budgeting, financial systems (cPROBE, CCAR, GFEBS), P-Forms, and R&D/E summaries; development of acquisition documentation and reporting (DAES, SAR, MAR, DAVE), and POM strategies. Ability to interact with customers and senior leadership; strong written and verbal communication, detail-oriented, motivated, quick learner in a fast-paced environment. Program Management or similar operations experience preferred. Experience with the PPBE process, scheduling, actions, and requirements. Develop, review, and provide recommendations to acquisition and milestone documentation for PM PNT product processes. Plan, coordinate, evaluate, and report financial, programmatic, and technical issues related to planning, programming, budgeting, and funding for systems. Proficient in Microsoft Office Suite.
