Overview
The City of Anaheim seeks a dynamic Laboratory Technician I/II to assist the Public Utilities Department. Under general supervision, conducts water quality and physical analyses to ensure compliance with Federal and State regulations and responds to customer inquiries. Responsible for all scheduled and non-scheduled sample collection and documentation activities mandated by the Department’s Water Quality Monitoring Program. Assists other lab personnel in work duties, reports, record keeping and sanitary surveys of sampling sites. Performs general laboratory maintenance. Salary ranges: Laboratory Technician I $30.96 - $39.17 hourly; Laboratory Technician II $37.15 - $47.01 hourly. Distinguishing Characteristics
Laboratory Technician I:
Entry level. Some specialized training or experience in water quality monitoring and analyses. Under close supervision in a training mode, assignments are routine and repetitive. Progresses toward performing duties of the Laboratory Technician II. Decisions are made within established procedural frameworks. Laboratory Technician II:
Journey level. Substantial experience and ability to work independently under moderate supervision. Work is normally reviewed on completion for overall results. This class is flexibly staffed and is normally filled by advancement from the I level or from outside with prior work experience. The City of Anaheim reserves the option to hire at either Laboratory Technician I or Laboratory Technician II level based on candidate qualification and selection process. Responsibilities
Laboratory Technician I
Under the immediate supervision and direction of higher-level employees, learns the functions of the Laboratory Technician II. Take temperature readings, pH and chlorine residual testing at sampling sites; maintain sampling equipment; ensure laboratory counter hygiene; service sampling vehicles. Collect water samples from designated locations and perform physical, chemical, and bacteriological analyses of drinking water. Assist other laboratory personnel in routine work; maintain routine records and reports; perform routine water quality tests; record results and generate related reports. Clean glassware, plastic ware and other containers and analytical systems; perform general laboratory maintenance; maintain inventory of laboratory supplies and equipment. Respond to customer questions and water quality calls under supervision. Participate in a scheduled rotating emergency standby program. Perform related duties and responsibilities as required. Laboratory Technician II
Determine chemical constituents, bacteriological quality, and physical characteristics of water according to California water quality criteria. Conduct microbiological and chemical testing in accordance with accredited methods and standard operating procedures at SWRCB approved sampling locations. Implement, perform and document QA/QC programs to assure validity and integrity of all data. Prepare reagents, standards, and run calibrations of analytical instruments to support the quality control program of the laboratory. Responsible for all scheduled or non-scheduled sample collection and documentation activities mandated by the Department’s Water Quality Monitoring plan. Record, reorganize, calculate, and assemble data for reports and public records. Respond to routine and emergency situations involving mains, laterals and other water distribution sites or storage facilities to ensure potability of water before service is initiated or resumed. Consult with consumers by telephone or at their residence regarding water quality concerns; take action or supervise remedial steps. Act as section supervisor as required. Participate in a scheduled rotating emergency standby program. Perform related duties and responsibilities as required. Qualifications
Laboratory Technician I Experience:
A minimum of one (1) year of experience in water quality monitoring/compliance and/or laboratory analysis/operations supplemented by college courses such as biology, chemistry, computer applications, environmental science and other subjects related to water quality and production. Knowledge:
General laboratory practices and procedures; Federal and State water quality monitoring requirements; water sampling practices, techniques, and methods; water distribution equipment and facilities which supply and distribute potable domestic water; materials, tools and equipment used in water supply and distribution system; safe laboratory work practices. Skills:
Learn to perform the journey-level skills required at the II level; read and understand meters, gauges, and instruments; maintain routine activity records and logs. Abilities:
Use basic laboratory equipment; take water samples from designated locations; maintain pumps, meters, valves, and related water system equipment; operate a personal computer and related software; work effectively with others during the course of work; respond to the public in a tactful, courteous manner. License/Certification Required:
A California driver’s license is required by the date of appointment and is a condition of continued employment. Possession of a Water Distribution Operator Grade I Certificate issued by the State Water Resources Control Board within one year of date of appointment. Experience:
A minimum of two (2) years of experience performing water analysis and water treatment practices supplemented by college courses such as biology, chemistry, computer applications, environmental science and other subjects related to water quality and production. Knowledge:
Applicable Federal and State laws, rules, and regulations; safe laboratory practices and procedures; principles of water chemistry; hydraulics; water distribution operations and system maintenance and repair; water treatment practices and methods; water testing and sampling techniques and methods; modern office procedures and methods. Skills:
Conduct bacteriological analysis; prepare and maintain a variety of technical records and reports; assist in preparing the budget for the Laboratory; implement and maintain data systems; interpret data and take action to comply with Federal and State regulations; conduct a variety of chemical tests using laboratory equipment. Abilities:
Operate a PC and related software; communicate effectively, both orally and in writing; establish and maintain effective working relationships with the general public and a variety of individuals. License/Certification Requirements:
A California driver’s license is required by the date of appointment and is a condition of continued employment. California Water Environment Association (C.W.E.A.) Laboratory Analyst Grade I or California-Nevada Section American Water Works Association (A.W.W.A) Water Quality Analyst Grade I by date of appointment. Possession of a Water Distribution Operator Grade II or Water Treatment Operator Grade I Certificate issued by the State Water Resources Control Board within one year of date of appointment.
