Overview Since inception in 2004, BI Incorporated has operated ISAP for the Department of Homeland Security (DHS) and U.S. Immigration and Customs Enforcement (ICE). ISAP is an essential part of ERO, providing intensive supervision of individuals in immigration proceedings. The program achieves positive results through comprehensive case management and proven supervision technology. BI maintains extensive community-based partnerships to assist participants with basic life needs, resulting in consistent positive outcomes and continued growth.
Qualifications
Bachelor’s Degree in Sociology, Psychology, Social Work, Criminal Justice, or a related field.
At least two (2) years of experience working with multicultural clients in an immigration-related program.
Effective verbal and written communication skills with employees, community contacts, government officials, and clients.
Demonstrated sound judgment and the ability to maintain self-control in stressful situations.
Ability to interact tactfully with the public.
Attention to detail, problem‑solving ability, and organizational skills.
Basic knowledge of immigration laws, regulations, and procedures.
Bilingual preferred.
Basic computer skills and the ability to interpret electronic monitoring messages and daily summary reports.
Typing speed of at least thirty-five (35) words per minute for case record entry.
United States citizenship required.
Ability to pass a federal background check and obtain a suitability determination.
Must have lived in the U.S. three (3) of the last five (5) years (military and study abroad included).
Responsibilities Provides case management for the Intensive Supervision Appearance Program (ISAP) participants from entry to release, administering the program’s policies and procedures as defined by the DHS contract.
Develops, implements, coordinates, reviews, and updates case management and service plans for ISAP participants, ensuring compliance with state and federal regulations.
Maintains accurate case records for all participants from entry to release.
May oversee day‑to‑day activities of Intensive Case Supervision Specialists when acting as a team lead.
Manages program participant violations, including no‑shows and repeat violators, and prepares documentation for DHS disciplinary actions.
Administers the office security plan, conducts daily security checks, and prepares written reports for DHS.
Reviews and approves participants’ service plans and conducts intake interviews and orientation sessions.
Installs and monitors electronic monitoring equipment, evaluates English proficiency, and coordinates translation services.
Provides participants with community resources and coordinates required services.
Supervises participants in company offices, establishes schedules, and conducts risk assessments and progress reporting.
Performs home visits for residence verification and provides emergency counseling as needed.
Conducts monthly audits of office operations, prepares corrective action plans, and serves as the DHS point of contact in the Program Manager’s absence.
Performs other duties as assigned.
