The candidate is expected to be on site and will support project controls in cost, scheduling, change control, and field verifications. Field walkdowns to monitor quantity installation and schedule status verification are anticipated.
The PCS-II supports Senior Project Controls Specialists and project managers on varying ranked projects in accordance with PMCoE criteria. The role requires advanced acumen in project controls principles and a higher level of cognitive comprehension and application. It involves proficient use, understanding, and application of project controls principles and related software tools.
Responsibilities
Generate periodic project controls analytics; create periodic project analyses from gathered data, verify and validate results to support project controls metrics; distribute and archive analyses as appropriate.
Perform Change Control: track, trend, and initiate action for changes to scope, schedule, and cost; analyze change requests, gains, approvals, and distribute requests in line with governance, standards, and procedures. Apply rules established for contract terms and conditions.
Lead benchmarking and self-assessment initiatives under supervision; summarize and communicate improvement opportunities and best practices; address performance gaps.
Provide expertise in project controls methodologies; assist with Work Breakdown Structures (WBS), project schedules, cost estimates, cash flow reporting, change control documents, and related reports; perform variance, earned value, and critical path analyses as appropriate for the project.
Create and maintain project estimates; collaborate with Estimators to establish cost controls; ensure estimates include materials, labor, equipment, and industry data; manage estimates per PMCoE standards and review cycles.
Maintain effective team participation and relationships with customers; support resolution of quality issues and complete assigned tasks; demonstrate conflict resolution and collaborative teamwork.
Coordinate with field and home office staff for project controls data and reports; support project meetings on site and at the home office.
Basic/Required Qualifications
Associate’s degree in engineering, Project/Construction Management, Finance/Accounting, Business or related field and 2+ years of work-related experience OR
HS/GED and 5+ years of work-related experience in lieu of an associate’s degree
Desired Qualifications
Bachelor’s degree in Engineering, Project/Construction Management, Finance/Accounting, Business or related field and 3+ years of work-related experience
Experience in Project Controls processes (accruals, invoicing, cost analysis, forecasting, risk management, change control)
Construction field experience
Expertise with project management/project controls concepts, software tools, and analytics
Software such as MS Project/MS Office Suite, Business Objects, Passport, Maximo, Powerplant, EcoSys, Peoplesoft, Risk analysis tools
Strong MS Excel skills (macros, pivot tables, advanced formulas)
PMI/AACEi/CMAA certifications or related credentials
Strong collaborative team member
Working Conditions Field classification – work performed in Person County NC at the project site. Minimal travel away from the project site may be required.
