Summary of Duties

Under the guidance of Cost Estimating management, the Cost Estimator prepares cost estimates for small to mid‑sized capital construction projects with low to moderate complexity. This role involves close collaboration with the Project Manager and other team members to develop and update project budgets, follow established departmental procedures, document the basis of estimate, and fulfill additional responsibilities as needed.

Essential Functions

Works with the Project Manager and team to develop total project cost estimates and supplementary basis of estimate documentation per department procedures.

Develops project cost breakdown structure and detailed cost estimates, including escalation and contingency reserves, using standard templates and tools.

Applies construction estimating concepts and railroad disciplines (electric traction, signals, structures, track, or general construction) to estimate development.

Collects and documents scope information required to develop cost estimates, including design documents, takeoff quantities, schedule information, union labor requirements, and soft cost requirements.

Establishes and maintains the cost estimate basis of estimate (BOE) document for each estimate iteration.

Prepares summary and detailed reports, presents to estimating team for peer review, and presents to project team during estimate review sessions.

Reviews and comments on cost estimates developed by others under supervision of senior cost estimating staff.

Supports project teams with cost estimating needs for proposed changes, review of contractor change orders, and integration of cost and resource data into project schedules.

Assists in evaluation and cost impact assessment of identified project risks.

Manages controls data via EPPM, SharePoint, or other approved EPMO systems and tools.

Adheres to Amtrak Enterprise Project Management methodology and CAPD project controls procedures.

Participates in risk evaluation sessions or preconstruction reviews and documents risks.

Ensures quality and timeliness of recurring and ad‑hoc deliverables.

Assists senior staff in preparation of cost estimate reports and presentations.

Supports development and maintenance of cost estimating databases.

Identifies opportunities for process, method, or tool improvement.

Visits future and ongoing construction project sites for knowledge of craft/discipline scope of work.

Performs other related duties as assigned.

Minimum Qualifications

Bachelor’s Degree required or equivalent combination of training, education and relevant experience.

3–6 years of relevant experience.

Authorization to work in the United States.

Preferred Qualifications

Bachelor’s degree or higher in Science, Engineering, Construction Management, or related field.

6 years of relevant experience.

Experience developing estimates on medium to large capital construction projects in a railroad environment.

Experience reviewing and providing feedback on cost estimates, proposals, and bids.

Capital construction experience in the rail industry.

Certifications: CCT, CCP, CEP (AACE), PMP (PMI).

Hands‑on experience with data analysis.

Experience with database management (SQL).

Work Environment

Office environment; exposure to computer screens.

Physical condition necessary for sitting, walking, or standing for prolonged periods.

Up to 25% travel.

Communications And Interpersonal Skills Must have excellent oral and written communication skills, strong collaboration, customer service focus, and the ability to present and train diverse audiences.

Salary $78,600 – $101,844 per year, based on education, experience and other factors. Amtrak may offer incentive and long‑term incentive bonuses. Salary may vary by location; geo‑pay differential may apply.
