Responsibilities The Program Auditor reports to the Director of Quality Assurance or other department director and is responsible for auditing the facility’s service delivery system to determine compliance with applicable standards, laws, policies and procedures. This includes conducting audits, surveys and reviews, preparing reports, coordinating corrective action plans, providing training and consultation, and supporting state‑wide compliance initiatives.

Key Duties

Conduct internal and external audits, surveys and reviews of facility compliance with ICF standards and other regulatory requirements.

Prepare detailed written reports of findings and recommendations, and develop implementation plans of correction.

Coordinate activities for surveyors and auditors during certification, recertification, incident investigations and complaints.

Facilitate staff training and consultation on policies, procedures and standards.

Assist in data collection, analysis and reporting to HHSC (e.g., Critical Incident Reporting System, Medicare B).

Write or help write facility policies and procedures.

Participate in meetings, committees and resident programming as part of a multidisciplinary team.

Coordinate non‑consensus resolution and serve as Administrative Review Team coordinator.

Support disaster response, COOP activation or special projects as assigned.

Maintain accurate and complete audit records and documentation.

Adhere to agency policies on overtime, weekends and holidays as required.

Essential Job Functions (EJFs)

Attend work regularly; may work rotating or extended shift in accordance with agency leave policy.

Conduct surveys, audits and reviews to assess facility compliance with certification requirements.

Prepare written reports detailing findings and recommendations.

Coordinate actions related to surveys, recertifications and incidents.

Participate in implementation of corrective plans following audits.

Coordinate data collection, audit and analysis for reports required by HHSC.

Write or assist in writing policies and procedures.

Provide consultation and interpret rules and standards for program planning.

Review OPM and POR manuals for compliance and revise policies as necessary.

Develop and conduct staff instructional materials and training.

Facilitate meetings, resident programming and facility committees.

Coordinate Administrative Review Teams; write reports on outcomes.

Participate in disaster response or COOP activation as needed.

Knowledge, Skills and Abilities (KSAs)

Experience in a human services field; ability to perform complex audits in residential service settings.

Strong presentation and written communication skills.

Knowledge of state & federal standards, ICF/IDD standards, TAC, HHSC regulations.

Understanding of individual habilitation plans, interdisciplinary team processes, health & safety issues.

Familiarity with incident management processes.

Analytical skills to identify problems and recommend corrective actions.

Competency in writing policies and procedures.

Effective oversight of staff activities.

Proficiency in job‑related computer programs.

Training and facilitation skills.

Time management and independent work capability.

Flexibility and adaptability to departmental needs.

Qualifications

Bachelor’s degree preferred; experience with individuals with intellectual and developmental disabilities or in compliance reviews, surveys, inspections, or audits.

No special registrations, licenses or certifications required.

Additional Information Applicants must pass background checks, drug screens and registry checks. Males 18‑25 must register with Selective Service. Random drug testing is required. The office is subject to E‑Verify, and telework is not eligible for this position.
