The Director of Public Policy & Advocacy is responsible for planning, managing, and evaluating the impact of the California Association of Food Banks' advocacy work in California.
This position is directly responsible for developing and advancing CAFB's California public policy agenda to secure food and food resources for member food banks, seeks to end the cycles of poverty that perpetuate hunger in the first place, and aligns the Association's research strategy, external communications, and member engagement to advance this agenda.
This position is a critical member of the Association's Strategy Team, helping to lead a strong organizational culture. They provide their team mentoring, guidance, supervision, and professional development.
Responsibilities Leadership and Strategic Vision
Provide strategic vision and leadership to the California Association of Food Banks; bring a strong passion for CAFB's mission and vision, and the ability to communicate this passion to others.
Develop the Association's annual state policy agenda in collaboration with the leadership team, board, and member food banks.
Advise member food banks on political and administrative strategy to enable food bank operations across the state.
Enhance the impact of CAFB's programs and the needs of our members by staying abreast of developments in food security, poverty, food waste, agricultural policy, social safety net, and social justice conversations in California and at the federal level.
Advocacy
Oversee the development and implementation of an integrated advocacy program at the state level that mobilizes support for CAFB's mission and strategic plan—both administrative and legislative.
Develop CAFB's annual policy agenda based on a clear understanding of and connection to the needs of our members, state/federal partners, and the network of food security stakeholders.
Design and manage comprehensive advocacy campaigns in collaboration with internal and external communications support.
Collaborate with CAFB's research department to determine what data is needed to advance anti-hunger policies in California and nationally.
Advise the CAFB team on federal policy strategy for nutrition programs and other aligned priorities.
Serve as a primary media spokesperson for the organization; partner with the CEO and Communications team in strategy development for raising the visibility of the critical role of food banks in California's social safety net.
External Collaborations
Establish and strengthen CAFB's presence, reputation, and relationships among and across federal, state, and local policy leaders, administrative and public partners, Feeding America, and various external partners that share our dedication to ending hunger and strengthening the social safety net in California.
Foster collaborations and partnerships across sectors to advance our mission; form strategic and supportive collaborations aligned with our mission, vision, and advocacy work — with formal organizations and ad hoc groups.
Represent CAFB on relevant committees and task forces, as well as at speaking engagements, conference panels, training, and with the news media.
Identify funding opportunities for CAFB's advocacy work; support the Development team in providing stewardship guidance for institutional grant writing and reporting.
Mentoring, Supervision, and Departmental Management
Directly supervise team members, working closely with staff to build their skills and confidence, to mentor, encourage, and motivate the advocacy team.
Create a high-performing culture aligned with the Association's core values; create and clearly communicate goals and implement yearly growth plans.
Establish annual qualitative and quantitative program goals and objectives; track results against these goals to ensure continuous improvement and the highest impact.
Create and manage the department's annual budget; participate in the association's annual budget planning process; maintain a high level of fiscal responsibility.
QUALIFICATIONS Education, Training & Experience
Master's degree in public administration, public policy, or social services preferred; or 8+ years of comparable work experience of increasing responsibility leading an advocacy program of similar scope.
Experience leading anti-hunger and/or anti-poverty advocacy in Congress, with the USDA, and/or in the state of California; familiarity with advancing anti-hunger priorities with federal commodity and food assistance programs (CalFresh/SNAP, TEFAP, etc.).
Established relationships with national hunger advocacy organizations and/or key leaders in California's executive, legislative, and administrative offices, as well as demonstrated successful advocacy in these areas, are strongly preferred.
Experience working with executive leadership and boards of directors.
Impactful spokesperson in the media, philanthropic forums, and with key advocacy partners.
Demonstrated commitment to the organization's mission.
Knowledge, Skills & Abilities
Experience working with interest-based trade associations and/or membership organizations.
Demonstrated ability to work diplomatically, managing networks of high-profile organizations and/or individuals.
Excellent interpersonal skills and ability to work collaboratively and effectively with individuals and organizations with diverse backgrounds and perspectives.
Ability to handle multiple projects and competing priorities and adapt to a fluid, high-growth environment.
Proven experience leading high-performing teams with a positive, inclusive culture.
Comprehensive working knowledge of program planning, organizational structure, budgeting, administrative operations, development activities, and stewardship.
Strong ability to analyze complex data for planning, policy development, and reporting purposes.

ORGANIZATIONAL DESIGN
Reports to the Vice President of Public Policy.
Two direct reports (Government Relations Director, California, and Government Relations Manager, California) and management of supporting contractors.
Close collaboration and strategic accountability for work with the Directors of Research and Communications.
CAFB operates as an Oakland-based organization with a hybrid work option. This position is Oakland-based, with regular travel to Sacramento and periodic travel to member food banks and national conferences.
Compensation Salary offers are determined based on final candidate qualifications and experience. The budgeted annual salary range that CAFB expects to pay for this position is $103,754 - $127,490.
