Location: Department of Housing and Community Development, City of Baltimore.
THIS IS A NON-CIVIL SERVICE POSITION
Salary Range:
$85,660.00 – $111,297.50 annually
Starting Pay:
$85,660.00 annually
Job Summary The Baltimore City Department of Housing and Community Development (DHCD) seeks an innovative, results‑oriented, and strategic professional to provide transformational leadership to the Office of Rehabilitation Services (ORS). The Director will oversee the overall direction, coordination, and evaluation of all key functions of the program, which provides essential home repair and renovation services to low‑income Baltimore City residents.
Essential Functions
Direct, coordinate, and evaluate all key functions and services of the Office of Rehabilitation Services, including outreach, intake, administration, and field operations.
Supervise administrative and field staff, providing training, assigning work, and evaluating performance.
Develop and implement ORS policies, procedures, and objectives consistent with local, state, and federal regulations, grant requirements, building codes, and industry best practices, and institute effective monitoring tools to maximize productivity and improve performance.
Provide top‑notch customer service to all stakeholders, including recipients, contractors, other city agencies, grantors, external organizations, etc., and ensure that subordinate staff do the same.
Prepare, implement, and monitor program budget.
Submit applications for federal and state grants, track and ensure completion of grant goals and objectives, and report on performance of grant‑funded programs to grantors.
Prepare contractor bid solicitations, approve contractor quotes and invoices, and resolve contractor disputes.
Act as a liaison with local, state, and federal organizations and officials on all related ORS matters.
Provide technical assistance to staff and contractors in the disciplines of residential construction and renovation, green and sustainable building, work scope development, project oversight, construction inspection and quality control.
Conduct on‑site inspections of ORS projects to ensure compliance with applicable building and construction codes and the goals and standards of the program and the division.
Perform other duties as required.
Minimum Qualifications Education : Bachelor’s degree from an accredited college or university in business administration, accounting, or public administration.
Experience : Five years of real estate, mortgage financing, and underwriting or rehabilitation underwriting, including two years of supervisory responsibilities such as disciplining, evaluating performance, and recommending hiring, firing, and promotions.
Equivalency Notes : Equivalent combination of education and experience.
Knowledge, Skills, and Abilities
Knowledge of the principles and practices of real estate.
Knowledge of mortgage financing and loan underwriting.
Knowledge of federal and state housing rehabilitation funding.
Ability to develop criteria and evaluate home buying and rehabilitation programs.
Ability to evaluate mortgage applications.
Ability to research, analyze, and present research results.
Ability to interpret legislation pertaining to mortgage financing and rehabilitation funding.
Effective oral and written communication skills.
Supervisory ability.
Administrative ability.
Additional Information Background Check : Eligible candidates under final consideration for a position associated with trust responsibilities must complete authorization for a criminal background check and/or fingerprint screening and must be successfully completed.
Probation : All persons, including current city employees, selected for this position must complete a 6‑month mandatory probation.
