Overview The Environmental Programs Department is responsible for environmental review of VTA’s capital projects, the Sustainability Program, and the Stormwater Management Program. This role supports preparation of federal and state environmental documents, compliance with environmental laws and regulations, acquisition of regulatory permits, management of mitigation plans, and coordination on a wide range of environmental topics including sustainability and stormwater management.

What You'll Be Doing

Environmental Planner II

– Under supervision, manage environmental studies and compliance programs; review land development applications and documents for their impact on transportation systems and facilities; support VTA’s sustainability program.

Environmental Planner III

– Perform comprehensive environmental planning and analysis for transportation projects; lead environmental compliance programs; coordinate with consultants and public agencies; oversee complex environmental studies.

Develop and manage environmental documentation, monitoring plans, and reports for transportation projects.

Prepare and submit federal and state permits and applications, ensuring compliance with NEPA and CEQA.

Coordinate and present environmental matters before commissions, governing bodies and at inter‑agency and public meetings.

Assist with the administration of VTA’s Storm Water Management and Sustainability Programs.

Manage budgets, schedules and contracts for environmental activities.

Qualifications

Bachelor’s degree in environmental studies, natural or physical science, transportation or urban planning, or a related field.

1–4 years of experience in environmental compliance, monitoring or program management (for II) or 4–8 years for III; a master’s degree may substitute for some experience.

Hands‑on experience preparing NEPA and CEQA documents and working with federal and state permitting agencies.

Strong analytical skills with ability to assess impacts and develop mitigation strategies.

Excellent written and oral communication skills and ability to present complex information to diverse audiences.

Proficiency with Microsoft Office suite and environmental modeling software.

Salary Competitive hourly rates ranging from $49.45 to $70.15, with annual equivalents of $102,856 to $145,912, depending on qualifications and level.
