The Head of Community Reinvestment Act (CRA) will lead the bank's CRA initiatives and ensure compliance with applicable regulations while fostering relationships with community stakeholders. This role will oversee the development and execution of strategies that promote community investment, enhance financial access, and positively impact the local economy.
Key Responsibilities
Regulatory Compliance: Ensure the bank meets all CRA regulations and requirements, prepare reports for regulatory agencies, and facilitate examinations and audits. Serve as liaison with OCC CRA examiners and assist as required.
Strategic Development: Develop and implement the CRA strategic plan, aligning with the bank's overall mission and goals while addressing community needs and opportunities.
Community Engagement: Build and maintain strong relationships with community organizations, local governments, and stakeholders to identify and address community investment opportunities, conduct community forums, and assess credit needs.
Data Analysis and Reporting: Conduct regular assessments of community needs, analyze lending and investment data to evaluate CRA performance, and prepare quarterly CRA review updates for leadership and regulators.
Program Oversight: Oversee CRA‑related programs, initiatives, and partnerships, ensuring effectiveness and alignment with community needs and bank priorities.
Compliance and Regulatory Oversight: Serve as main contact for CRA audits and examinations and stay updated on regulations and industry concerns.
Leadership and Management: Lead the CRA Committee, manage staff, mentor teammates, and champion CRA initiatives with clear goals and accountability.
Education and Training: Provide training and support to bank staff on CRA compliance and community investment strategies.
Collaboration: Work with other business lines (compliance, deposits, lending, branches, marketing) to drive opportunities that impact CRA outcomes.
Educational Requirements
University degree, preferably
Minimum Qualifications
8+ years of recent experience in banking, community development, or regulatory compliance, with at least 5 years in a CRA leadership role.
Deep knowledge of CRA regulations, OCC guidelines, and related federal and state laws.
Proven experience developing and implementing CRA strategic plans aligned with an institution’s mission.
Demonstrated ability to build and maintain relationships with community organizations and government agencies.
Experience leading cross‑functional teams and managing CRA‑related programs and initiatives.
Excellent written and verbal communication skills, including experience preparing reports and presentations for executive leadership and regulators.
Preferred Qualifications
10+ years of experience working with OCC‑regulated institutions and leading CRA efforts under bank CRA exam frameworks.
Demonstrated success in executing CRA strategic plans that align with business goals and community needs.
Strong public speaking and facilitation skills, including experience conducting community forums and stakeholder meetings.
