AVC ITS - Chief Information Officer

This Cabinet-level position is responsible for enterprise-level Information Technology Services for the Virginia Community College System (VCCS), consisting of 23 colleges, the shared services center, and the system office. The CIO provides executive leadership for the establishment and execution of the enterprise-wide IT strategy and ensures its integration with the college system's overall business strategy, which includes identifying high-value operational processes that can be implemented consistently across all colleges to improve service and support, increase efficiency and ensure the VCCS can operate as One System.
The position participates in IT governance bodies and processes to define strategic and tactical Information Technology services for the VCCS. These services include academic and administrative enterprise applications, technology infrastructure, campus technology, networking and communications, IT organizational efficiency, strategic planning, portfolio and project management, information security, middleware, and shared services and resources.
The CIO serves as the agency liaison to other state information technology entities and is the Agency Information Technology Resource to the Virginia Information Technology Agency (VITA). The position is responsible for submitting all plans, project updates, and financial information as required by VITA and participating in monthly meetings and statewide technology initiatives.
Required Qualifications Education and Experience
Master's degree in information technology, computer science, business administration, or related field
10+ years of progressive IT leadership experience, with at least 5 years in senior leadership roles
Experience in a higher education environment, preferably within a complex system
Demonstrated success in enterprise technology leadership, strategy development, and execution
Experience with governance, strategic planning, project management, and process transformation
Active involvement with regional and national higher education technology associations
Knowledge
Advanced understanding of information technology environments and architectures
Demonstrated success in team building and staff development
Demonstrated success in managing large and complex project portfolios
Comprehensive understanding of academic technology tools and their application in higher education
Strong understanding of budgeting, fiscal management, vendor management, and contract negotiation
Working knowledge of external regulatory requirements (FERPA, HIPAA, FISMA, GLBA, PCI-DSS)
Comprehensive understanding of ERP systems and concepts
Strong understanding of IT service management principles and practices and their application in higher education
Knowledge of software lifecycle management, system analysis, and design concepts
Deep understanding of cybersecurity principles and practices
Skills
Excellent oral and written communication skills
Experience identifying and overseeing effective delivery of diverse IT services
Advanced experience managing large administrative systems projects
Proven track record of managing organizations to high security standards
Strategic thinking and planning capabilities
Strong change management and organizational development skills
Abilities
Ability to translate technical concepts for non-technical audiences
Ability to build and foster relationships and influence decision-makers across the organization
Ability to work at a computer workstation for extended periods up to eight hours per day.
Ability to speak on the telephone and/or communicate via video conference technology.
Ability to sit for extended periods without breaks.
Ability to perform repetitive movements, such as typing, and the use of commonly used office machines and supplies.
Ability to lift and move a minimum of 10 pounds.
Ability to communicate and present information in a clear manner.
Ability to travel independently.
Ability to travel within the Commonwealth of Virginia as needed for meetings and training.
Ability to travel outside the Commonwealth as necessary for conferences or professional development.
Additional Considerations
Doctorate in Information Technology, Higher Education Administration, or related field
Relevant certifications (ITIL, PMP, CISSP, or other IT-specific credentials)
Experience with cloud computing and infrastructure modernization
Experience leading digital transformation initiatives in complex organizations
Knowledge of emerging technologies and their application in higher education
