Medical Laboratory Technician - Phlebotomy/Point of Care
Base pay range: $43,970.00/yr - $63,717.00/yr Summary
MLTs use independent judgment to perform the full range of duties in the laboratory. MLTs perform day-to-day operations with minimal technical supervision while ensuring testing accuracy and quality of proper patient care. Duties include providing pre-analytic instructions to patients, VA staff, and external entities; operating and maintaining Point of Care (POC) instrumentation; performing specimen processing – waived testing; evaluating and reporting laboratory results. United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy Education: Candidates must meet the applicable educational requirements for certification Certification: Candidates must currently possess one of the appropriate certifications as an MLT granted by the following organizations: (a) American Society of Clinical Pathology (ASCP) Board of Certification or Board of Registry; (b) American Medical Technologists; or (c) American Association of Bioanalysts English Language Proficiency: MLT candidates must be proficient in spoken and written English as authorized by 38 U.S.C. 7403(f) Grandfathering Provision: May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees) Grade Determinations: GS-05 – Basic requirements; GS-06 – Requires one year of experience equivalent to GS-05 level Knowledge, Skills and Abilities: Demonstrate knowledge of MLT principles, laboratory quality control and quality assurance, instrumentation troubleshooting and repair, team collaboration, technical judgment, interpreting results, and consulting with healthcare team members Preferred Experience: Clinical laboratory experience including phlebotomy – specimen processing and point of care testing; Phlebotomy and MLT (ASCP and/or AMT) preferred Reference: For more information on this qualification standard – see https://www.va.gov/ohrm/QualificationStandards/ Physical Requirements: Participation in a pre-employment examination or evaluation; questions about physical demands or environmental factors addressed at time of evaluation Duties
Collect specimens with minimal discomfort to the patient, ensuring accurate identification and proper preservation, and maintaining physiological state throughout the pre-analytical process. Evaluate specimen suitability for analysis, request new specimens if unusable, and prioritize STAT, ASAP, and routine specimen collection and processing. Prepare specimens while maintaining their physiologic properties. Be knowledgeable about tests and specimen requirements across laboratory areas to ensure proper specimen delivery. Perform routine waived testing and quality control procedures; survey samples on Point of Care instruments; maintain accurate records for quality control reports pertaining to waived testing. Ensure compliance with accreditation agencies related to waived testing and recognize POC instrument malfunctions, performing simple repairs and preventative maintenance. Evaluate the validity of data relative to test system and accepted assay procedures; correlate quantitative data with patient data to verify results. Review laboratory results for accuracy, report results in accordance with laboratory policy, and report significant or critical values promptly. Instruct, assist, and advise medical technicians, residents, hospital staff, patients, and students regarding testing, specimen collection, processing, equipment, and ordering requirements. Work as a team member to complete laboratory assignments effectively. Maintain sufficient supply of phlebotomy materials, reporting shortages to logistics or supervisor, ensuring in-date supplies, rotating supplies to minimize waste, and properly discarding expired materials. Adhere to all facility, local, state, and federal safety requirements and conduct all work according to Laboratory Safety regulations. Work schedule: Monday – Friday, daytime hours; no weekends/holidays; telework not available; virtual position not available. Recruitment incentive: Not authorized. Pay: Competitive salary, pay increases based on higher step rate for higher qualifications. Paid time off: 37–50 days of annual paid time. Parental leave: up to 12 weeks after 12 months of employment. Child care subsidy: eligible employees may receive up to 25% of eligible childcare costs.
