About the Division of Capitol Police
Fahrenheit Advisors has been retained by the Virginia Division of Capitol Police to lead the search for a Fiscal Director. This role will be based in Richmond, VA.
The Virginia Division of Capitol Police holds the distinction of being the oldest organized policing agency in the United States, with origins dating back to 1618 in Jamestown. About the Role The Division of Capitol Police is seeking a Fiscal Director to lead and oversee all aspects of financial management for the agency. This hands‑on leadership role is responsible for ensuring accurate, transparent, and compliant fiscal operations that support the agency’s mission and long‑term stability.
The Fiscal Director will manage all accounting and budget functions, including payroll, procurement, contracts, accounts payable and receivable, general accounting, fixed assets, and cash receipts. This position plays a key role in financial strategy, planning, and compliance with state accounting standards and regulations.
Key Responsibilities
Plan, organize, and direct all fiscal and accounting operations for the Division.
Oversee financial management functions including payroll, procurement, contracts, budgeting, and accounting.
Ensure compliance with the Department of Accounts (DOA) and Department of Planning and Budget (DPB) policies.
Prepare and manage operational budgets, financial statements, and reporting.
Supervise and mentor fiscal staff, providing training and professional development.
Develop and implement policies, procedures, and internal controls to enhance efficiency and accountability.
Utilize Cardinal Financials and HCM systems for budget preparation, reporting, and personnel management.
Perform financial analysis to inform decision‑making and improve agency performance.
Minimum Qualifications
Comprehensive knowledge of accounting principles, fiscal management, budget planning, and cost allocation.
Extensive understanding of GAAP, state financial policies, and Virginia’s accounting systems (especially Cardinal).
Proven ability to lead teams, train and counsel staff, and manage multiple priorities.
Strong analytical and problem‑solving skills with the ability to interpret complex financial data.
Proficiency in Microsoft Office, particularly advanced Excel skills.
Excellent written and verbal communication skills.
Experience preparing BEX budget transactions through the Department of Planning & Budget.
b>Note:
Background investigation, fingerprint‑based criminal history check, and medical testing are required.
Preferred Qualifications
Bachelor’s degree (or equivalent experience) in Accounting, Business Administration, Finance, or a related field.
CPA or other relevant financial certification preferred.
Experience managing fiscal operations in Virginia state government.
Familiarity with time/attendance and absence management in Cardinal HCM.
