Staff Analyst II – Community Development Department (Housing and Community Services Division)
The City of Santa Clara’s Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services.
Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents.
The Division is staffed by nine (9) full‑time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long‑term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation.
The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs, which are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low and moderate‑income residents.
The Housing and Community Services Division is currently hiring for two Staff Analyst II positions.
Compliance Staff Analyst II (Housing and Community Services Division) The Compliance Staff Analyst II will be essential in administering and monitoring compliance of the City’s Affordable Housing Programs.
Responsibility includes reviewing, interpreting, and applying local, state, and federal regulations and the City’s affordable housing agreements. The role oversees compliance for the affordable rental portfolio, monitors both existing and new inclusionary units, collaborates with developers on initial marketing and lease‑ups, assists with complex rental compliance and reporting requirements, and reports directly to the Housing Development Officer.
Housing Policy Staff Analyst II (Housing and Community Services Division) The Housing Policy Staff Analyst II will implement a range of new policies and programs in the City’s adopted 2023‑2031 Housing Element.
Responsibilities include tracking state laws and requirements, conducting research and policy analysis, planning and stakeholder outreach, coordinating and managing consultants, serving as the City’s liaison to the Santa Clara Community Planning Collaborative, gathering and organizing data for analysis and mapping, managing ordinance updates, writing staff reports, evaluating programs, drafting presentations for City Council, and more.
The position reports jointly to the Housing & Community Services Manager and the Planning Manager.
Staff Analyst II – Department of Public Works The City of Santa Clara’s Department of Public Works (DPW) seeks a results‑oriented and innovative Staff Analyst II to serve the Department’s mission to provide the highest quality public works services to the residents and businesses of Santa Clara.
The DPW has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities.
The Staff Analyst II will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects, analyzing financial data, and coordinating with all levels of personnel and stakeholders.
The candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. Strong financial background and high‑level technical support and complex financial analysis related to budget are required. The position will provide budget‑related support to division, program and project managers and will report to the Management Analyst.
In addition, the Staff Analyst II will perform professional work involving program management, budget administration, and research. The role analyzes data, prepares reports, and makes recommendations to improve efficiency and effectiveness.
Qualifications Education: Minimum – a Bachelor’s Degree in Urban Planning, Public Administration, Business Administration, Finance, or a related area. Acceptable substitution – a Master’s Degree in one of the above fields may substitute for six months of required analytical experience.
Experience: Six (6) months of performing analytical work.
Other Requirements: Must possess a valid California Class C driver’s license at time of appointment and throughout employment. Must be able to perform all essential functions of the job assignment. Overtime and odd hours may be required.
Salary The annual salary range for this position is $116,173.44 – $148,626.24. The position will be filled at or near the minimum of the salary range.
