Job Summary Reporting to the Director of Budgets, the Senior Budget Analyst serves as a financial customer service agent to the College’s constituents inclusive of, but not limited to: Deans, Directors, Budget contacts, department liaisons, and Executive leadership. This position maintains accounting records and analyzes funds to identify possible trends which may result in surplus or shortage of funds. This position is responsible for ensuring adequate funds for program changes and preparing reports, forms and schedules, prepares responses to requests for information from legislative analysts, State agencies, and higher education institutions. This position performs technical calculations and analysis to prepare all parts of the annual budget submission, develop revenue and expenditure assumptions, and develop cash‑flow projections for all campus activities including self‑supporting and/or fee‑funded activities.

Responsibilities

Assists with the annual external and internal college budget development, planning and analysis, and works directly with planning units in all aspects of budget management for the College’s annual operating budget submission to the Department of Budget and Management.

Provides a high level of customer service to all stakeholders of the College, including internal and external stakeholders.

Maintains position control, vacancy and Workday PIN crosswalk reports to ensure accuracy; provides data, information, and analysis to divisions.

Trains the College constituents on the budget process and software.

Participates in leveraging the College’s Enterprise Resource Planning software, Banner Financials, and serves as a Subject Matter Expert on utilizing the software.

Working knowledge of additional software applications, Banner, Ellucian, FMIS, HP LAN, and the State Budget Application and Reporting System (BARS).

Prepares detailed budget charts, tables, and spreadsheets as needed in support of a variety of budgetary analyses and special projects.

Analyzes current and past College financial performance and trends to determine present and future performance.

Performs monthly statistical analyses and comparisons of program expenditures versus the approved budget, including technical calculations needed to project program and/or auxiliary income.

Compiles and displays data using table and graph spreadsheet applications.

Records budget entries into the campus current and permanent operating budgets.

Researches financial data from various units and other funding sources including tuition and fees, grants and contracts, auxiliary enterprises, fundraising and other revenue sources.

Required Qualifications Education

Bachelor’s Degree in Finance, Accounting, General Business, or a related field.

Experience

Five (5) years of experience in budgeting, financial analysis, financial planning, customer service, and/or data analytics.

Preferred Qualifications

Master’s Degree in Business, Data Analysis, Accounting, Finance, or related field.

Seven (7) years of experience in budgeting, financial analysis, financial planning, customer service, and/or data analytics.

Experience in higher education, K‑12 education, non‑profit organization or related industry.

Knowledge, Skills, and Abilities Knowledge of advanced financial and analytical expertise, strategic planning capabilities, and effective communication skills. Skilled in exercising sound judgment and creativity in making conclusions and recommendations. Knowledge of grant/funding administration principles and techniques. Knowledge of generally accepted accounting principles.
