The Director position provides daily operational administration for nursing and other patient care in the Forensic Program at Westchester Medical Center. This position supervises, coordinates, implements and directs ongoing administrative aspects of an assigned service line. The role includes oversight of recruitment, onboarding, training/preceptorship, competency assessment, data collection, communication with internal and external related departments, invoicing, data collection, Department of Health reporting and grant acquisition efforts. The Director will also cover on‑call for open shifts at the Valhalla and MidHudson Campuses and overall supervision of the 3 campuses: Valhalla, MidHudson and Health Alliance. The Director will recommend to the Sr. Director/Vice President of Patient Care Services areas of clinical practice and administration requiring evaluation and change and implements nursing and other patient care programs. In the absence of the Sr. Director, incumbents are responsible for the administration of these service lines. Supervision is exercised over a large number of nursing, professional, clerical and ancillary personnel.

Responsibilities

Maintain DOH and IAFN certification; conduct on‑site educational sessions for WMC providers and referral sources as needed.

Provide forensic examinations during standard working hours; provide photo documentation of sexual abuse for all cases in the hospital; provider forensic photo‑documentation of potential cutaneous injuries in cases where concern for child abuse/domestic violence/elder abuse/abuse of adults with disabilities present for care to the WMCHealth Valhalla campus during regularly scheduled hours.

Ensure 100% FACT program coverage at the Valhalla and MidHudson sites.

Maintain Examiner schedules and contracts; organize and facilitate program compliance with funding sources, hospital policies and community agencies requirements.

Validate Payroll and create invoices for each FACT Examiner on a bi‑monthly basis.

Timely preparation of monthly invoices including on‑call invoices, backup on‑call invoices, per‑case invoices, administrator invoice, associate director invoice.

Attend scheduled staff meetings and participate in Child Protection Committee meetings.

Ensure FACT patients, 0‑18 years of age, are connected to the appropriate county Child Advocacy Center for follow‑up; ensure case follow‑up is scheduled with appropriate providers.

Ensure maintenance, chain of custody and distribution of forensic evidence and DFSA kit storage remains in compliance with current NYS Regulations.

Participate in efforts to secure outside funding for program support in collaboration with WMCHealth Foundation.

Develop written, electronic and web‑based program materials, including revisions as needed of program forms, policies and protocols.

Facilitate new Examiner recruitment, onboarding, orientation and competency assessment of new and current providers.

Participate in collaboration with community agencies involved in sexual abuse/assault.

When designated, serve as the clinical leader representing the medical program with other county agencies.

Maintain Quality Assurance data collection spreadsheet and review Forensic Acute Care Team program documentation on patients for completeness; provide feedback to examiners and quality improvement initiatives to maintain SAFE Center of Excellence and regulatory compliance; participate in peer review process once per quarter for each FACT Examiner.

Assist with the development of quality metrics and meet quarterly to review compliance with quality metrics; review medical records for patients presenting for complaints of sexual assault and assessments within 48 hours of presentation.

Develop and maintain quality SAFE clinical training; identify SAFE Training needs and implement training in conjunction with the respective Education Department (Medicine/Nursing).

Provide clinical and technical assistance for WMC compliance with DOH requirements for the evaluation and management of patients presenting with sexual assault.

Provide back‑up on‑call coverage to WMC when simultaneous cases present and/or when an on‑call FACT Examiner is ill.

Education and Experience

Possession of a valid license and current registration issued by the New York State Department of Education as a Registered Professional Nurse, an Associate degree in Nursing and six years of professional nursing experience including three years at a supervisory level.

Preferred Department of Health NY‑SAFE certification and completion of SANE‑A and SANE‑P courses.
