Job Summary This position is in the District of Columbia Fire and Emergency Medical Services Department (FEMS), Services Bureau (Bureau). The mission of FEMS is to preserve life and promote health and safety through excellent pre-hospital treatment and transportation, fire prevention, fire suppression and rescue activities, and homeland security awareness. This position functions as a Resource Allocation Analyst responsible for all phases of project management with respect to complex service contracts and purchases, and for establishing fiscal property management program goals, policies, and objectives within FEMS.
Duties And Responsibilities Advises the Assistant Chief of the Services Bureau on complex budget and financial issues, service contracts, and purchases, and assists in establishing fiscal property management program goals, policies, and objectives. Identifies funding priorities; prepares financial justification; develops project selection and evaluation criteria; and develops policy briefing materials for senior officials. Oversees areas of financial analysis and development of new and/or improved processes and procedures designed to improve FEMS program services operations. Provides expert counsel and guidance regarding allocation of resources to agency senior and executive management helping them plan ahead for short-term needs and long-term goals. Manages multiple priorities including financial, budget, and contract administration.
Qualifications And Education Specialized Experience: one (1) year of specialized experience; must be equivalent to at least the next lower grade level in the normal line of progression.
License and Certification None
Working Condition/Environment The work is performed in an office setting, meeting and conference rooms, and contractor work sites.
Other Significant Facts The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of the DC Personnel Regulations, Suitability. This position has been designated as a Security Sensitive position. Applicants claiming “Residency Preference” will be required to maintain residency in the District of Columbia for a minimum of seven (7) years.
Tour of Duty Monday – Friday, 8:30 am – 4:30 pm
