Overview
Cook County Department of Labor Relations is seeking a Manager, Labor Relations to lead strategic research and support program development initiatives within the department. This role coordinates the design, implementation, and administration of labor relations and policy initiatives in collaboration with internal departments, unions, and external stakeholders. The Manager, Labor Relations provides expert analysis and guidance on labor matters, represents the County on relevant task forces and commissions, and helps shape legislation and policies that impact labor programs. Role Summary
Under the general supervision of the Deputy Director of Labor Relations, the Manager oversees the work of the Bargaining & Policy unit. This includes supervising the Labor Liaison Officers and supporting the Senior Labor Liaison Officers, directing workflow, and ensuring timely completion of projects. The Manager reviews assignments and schedules to ensure adequate coverage at various work sites, collaborates with department and agency leadership to develop and track progress on strategic goals, and counsels management on labor relations best practices. This role also supports change management initiatives, represents the department on committees, and helps develop internal and external training. The Manager coordinates negotiation positions, policies, and strategy with the Director of Labor Relations and Deputy Director, and participates in strategy meetings and negotiation sessions.
TYPICAL JOB DUTIES Supervise and direct Labor Liaison Officers; support Senior Labor Liaison Officers and Deputy Director of Bargaining and Policy.
Operate with diplomacy and confidentiality when communicating with staff, department heads, management, employees, and union officials.
Review and recommend policy changes affecting the Offices Under the President and Cook County Health and Hospital System.
Track bargaining files and confidential material in accordance with departmental protocols.
Create and manage project plans, schedules, deliverables, status reports, and performance metrics from concept through completion.
Identify and propose solutions to backlogs and barriers to resolving collective bargaining issues and tasks.
Refine and implement internal processes and procedures related to best practices and accountability.
Develop recommendations to improve workflow procedures and address problems and concerns.
Formulate, implement, and enforce labor and employee SOPs and internal departmental policy in collaboration with department leadership.
Monitor and coordinate timely preparation of Resolutions for the County Board and Cook County Health and Hospital System Board for wages and contracts.
Receive and review correspondence from trade organizations regarding annual trade rate changes; coordinate implementation with appropriate County departments.
Design and present training programs to meet training needs for Department staff and external County staff.
Collaborate with the Director of Labor Relations and Deputy Director in determining negotiation positions, policies, and strategy.

KNOWLEDGE, SKILLS AND ABILITIES Knowledge of a broad range of urban issues; state, federal, local government legislative processes and impacts; communications industry.
Skill in directing and supervising staff.
Knowledge of County policies, protocols, and technical vernacular used in each union labor agreement for the County.
Knowledge of Cook County labor relations functions, contract terminology, and related practices.
Skill in resolving labor/management contractual negotiation disputes.
Ability to align strategic and operational needs with training programs and organizational effectiveness efforts.
Skill in scrutinizing text of contractual labor agreements.
Diplomacy and confidentiality with attorneys, County employees, and managerial personnel.
Effective communication, tact, and professionalism.
Strong written and verbal communication; ability to gather information and explain County policy and procedures.
Time management with competing priorities.
Analytical skills, data analysis, and staff supervision across multiple time periods.
Strong knowledge of business operations and experience leading teams.
MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Bachelor's degree or higher.
Three (3) years of experience in Business Administration, Public Administration, Labor Relations, or a directly related field.
An equivalent combination of education and/or experience.
PREFERRED QUALIFICATIONS Master’s Degree in business administration, public administration, labor, or human resources, or a Juris Doctorate (JD).
Five (5) years of business administration, public administration, labor relations, or directly related experience.
Three (3) years of previous management or supervisory experience.
PHYSICAL REQUIREMENTS
Sedimentary description:
Sedentary Work involves sitting most of the time but may involve walking or standing for brief periods. Exerting up to 10 pounds of force occasionally to move objects.
EMPLOYMENT TERMS RESIDENCY REQUIREMENT: Pursuant to the Shakman Consent Decree and Cook County Personnel rules, this position is exempt from the County’s career service rules, at-will, and political factors may be considered. If you do not currently live in Cook County, you will have six months from date of hire to establish actual residency within Cook County.
