Overview
The City of Horace, ND (population nearly 8,000) is seeking a proactive, collaborative leader to serve as its next Community Development Director. Located along the Sheyenne River, just 16 miles from downtown Fargo, Horace is one of the fastest-growing communities in North Dakota. With its population projected to double over the next decade, Horace offers a leadership opportunity to help shape the City’s growth, foster vibrant neighborhoods, and guide the development of a thriving, future-focused community. Horace is served by the West Fargo Public School District, known for academic excellence, innovative programs, and strong community support. With several new schools opening to serve a rapidly growing population, education is both a cornerstone of community pride and a key driver of future development. This role leads the City’s efforts in planning, economic development, and code enforcement/building inspection — guiding growth, ensuring quality development, and shaping the future of Horace. Candidate Requirements
A bachelor’s degree in community development, urban planning, urban design, landscape architecture, architecture, geography, or a closely related field. Three (3) years of experience in city planning, economic and community development or related experience. A master’s degree in the above-mentioned, public administration or related field is desirable. Horace will consider any combination of education and/or experience that allows an individual to perform the essential functions of the job. Compensation & Benefits
The anticipated hiring range for a 2026 start date is $100,000 to $130,000 DOQ/E. The City of Horace provides a comprehensive benefits package, including a City contribution to insurance (medical, dental, & vision), life insurance, and accruals for Paid Time Off (PTO). Voluntary benefits include long- and short-term disability, dental, vision, supplemental life, and a 457b retirement plan with a City match. To apply
