Job Description

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The “Flagship Initiative Surging Women’s Employment by 5% before 2030 in the Green, STEM, and Care Economies” seeks to increase women’s employment in the Arab States, by nearly 500,000 jobs in five years through innovative and collaborative approaches across governments, international financial institutions, the private sector, UN agencies, NGOs, and media.

The “Macro Economist – Women Employment Arab States” will play a key role in supporting the research, data and analysis on macroeconomic policy, investment and regulatory environment needed to achieve women employment at scale in the Arab States.

By (i) provide analysis of macroeconomics necessary, to reach at least a 5% surge in women employment in 6‑8 countries in the Arab States, (ii) provide comparative analysis of statistical methodologies in capturing Women’s Labor Force Participation (WLFP), employment and unemployment data in the Arab states.

Under the direct supervision of the Director of Women’s Employment in the Green, STEM, and Care Economy, the “Macro Economist – Women Employment Arab States” will also provide, as needed additional macro‑economic analysis, research and advice as well as preparation of documents and literature needed for the formulation, implementation and adaptation of the Flagship Initiative.

Description Of Responsibilities /Scope Of Work

Provide analysis of macroeconomic gender responsive policies necessary, to reach at least a 5 percentage points surge in women employment in 6‑8 countries in the Arab States

Produce analysis of national macro‑economic and investment policies and regulations necessary to reach at least a 5 percentage points surge in women employment, including implementable recommendations on national women‑labor intensive policies

Managing and leading the process, through the Country Offices, of supporting national partners to expedite policy reforms which expedite a surge in women employment, to reach national WLFP targets

Provide a comparative analysis of statistical methodologies in capturing WLFP data in the Arab states

Review and compare Arab States statistical methodologies on documenting Women Labor Force Participation and women’s employment

Quantify potential gaps between nationally captured data and on WLFP and Women Employment

Based on best practices, propose a statistical model that would serve the target setting and monitoring of the Flagship Initiative

Provide as needed additional macro‑economic analysis for the formulation, implementation and adaptation of the Flagship Initiative

Based on needs, provide short and quick macro‑economic analysis that would serve the ongoing implementation of the Flagship Initiative

Excellent analytical skills covering macroeconomic and investment policies, labour statistics, etc.

Required Qualifications

Education and Certification

Master’s degree or equivalent in macroeconomics, labor economics and/or any other related field

A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree

Experience

At least 7 years of progressively responsible experience in conducting macro‑economic analysis pertaining to employment‑generation at scale and/or related experience is required

Experience in working on national or regional statistics pertaining to employment in the Arab States is required

Experience in employment generation programs, including programme design and monitoring of results is desirable

Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, and experience in handling of web‑based management systems is required

Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable

Languages

Fluency in English is required

Fluency in Arabic is desirable

Working knowledge of French is desirable
