Overview

The County of Riverside's Assessor-County Clerk-Recorder (ACR) is seeking an Auditor/Appraiser I/II to join the Business Personal Property Division, located in Riverside, CA. The selected candidate will use auditing and appraisal procedures to examine and analyze business records to determine the proper value of assessable property. Duties include conducting audits related to chaptered legislation and the department’s internal operations, and preparing audit reports with findings and recommendations. Some duties may be assigned as needed. This position also requires travel to offsite locations to conduct in-person audits and site visits. Responsibilities

Perform property tax audits of businesses and agricultural enterprises that report supplies, equipment, and improvements for assessment purposes; review company accounting records to determine amounts of taxable property on hand; prepare audit reports and adjust tax rolls as necessary. Examine property statements submitted by taxpayers for accuracy and completeness; calculate assessable values of supplies and fixed assets in accordance with established appraisal procedures. Conduct audits on chaptered legislation and internal operations of the department. Examine, verify, and evaluate accounting records, operations, procedures, and systems for compliance with established department, county or state requirements. Explain audit and assessment procedures/valuations to taxpayers and company representatives. Perform field inspections of business locations to update assessment information. Determine values for non-commercial aircraft and boats/vessels (Auditor/Appraiser II). May appear as a witness at Assessment Appeals Board hearings. Perform special research projects as necessary. May assist in training Auditor/Appraiser I personnel. Qualifications

Education: Auditor/Appraiser I requires a bachelor’s degree with relevant accounting/finance/auditing coursework; Option II requires a valid CPA or CIA certificate. Auditor/Appraiser II requires related bachelor’s degree with appropriate specialization and up to one year of related experience; or CPA/CIA certification with similar experience. Knowledge of: Accounting principles and practices; general business laws; auditing and cost accounting; and appraisal procedures. Ability to: Learn appraisal principles and methods; read and interpret laws and regulations; prepare clear and concise reports; establish effective working relationships; maintain accurate records. Other Requirements

Possession of a valid California Driver’s License is required. Possession of a valid Appraiser's Certificate issued by the State Board of Equalization (candidates may apply but must obtain the certificate within one year of employment). What’s Next?
