This is skilled technical work in the installation, testing, and maintenance of telecommunications facilities, fiber optic and copper cabling according to all communications industry standards. The work involves programming and installation of customer premise and related technical equipment such as switches and routers, as well as all phases of constructing, testing, and maintaining the traffic signal network throughout the City. Employees in this class work under the supervision of the Lead Traffic Signals Technician but can work independently, performing routine maintenance tasks, and other duties as required.

Responsibilities

Assist in the installation and configuration of various traffic and telecommunications equipment.

Assist in the setup and delivery of high-speed internet, ensuring quality connections.

Operate a variety of underground and overhead equipment, including ditch witch, mini excavator, vibrating plow, boring machine, backhoe, bucket truck, trencher, line locating wands, meters, and power tools.

Assist in the installation, testing, and maintenance of inside and outside plant fiber and copper cabling.

Splice and test buried and aerial fiber optic cable.

Tone and identify telephone circuits.

Install and activate customer premise equipment, including service drops.

Install and activate splitters in cabinets and customer POPS.

Install, repair, and service various microcomputer equipment and electronic equipment such as telephones, backup generators, Nortel Avaya PBX, Symposium, VOIP phones and circuits, video conferencing equipment, OC-48 carrying devices, routers, printers, monitors, memory boards, and modems.

Operate various tools used in telephone and electronic repair.

Document and provide detailed written descriptions and plans of work carried out on various systems.

Construct, repair, and maintain traffic signals, loop detectors, video traffic detectors, traffic counters, traffic signs, and related traffic control devices.

Monitor and adjust signal timing sequences as required by traffic demand.

Perform programming for various traffic control devices such as timers, conflict monitors, relays, and switches.

Perform preventative maintenance and repair to electronic system components and related traffic control devices.

Construct foundations for signal and telecommunication structures.

Communicate with customers and inter-department personnel to assist in carrying out the customer’s service mission, goals, and objectives as circumstances dictate.

Minimum Qualifications of Work

High School diploma and two years of experience in electrical wiring.

AS, BA, BS degrees in networking, computer science, or management and information systems desirable.

Any combination of education, experience, and skills equivalent to graduation from an accredited college or technical school with an associate’s degree in a computer technology-related subject area.

Physical Demands

Hand-eye coordination is necessary to operate drafting instruments, computers, other office equipment, hand and power tools, and electrical equipment/controls.

Occasionally required to stand, walk, use hands to finger, handle, feel or operate objects, tools, or controls; and reach with hands and arms.

Occasionally required to sit, climb or balance, stoop, kneel, crouch, or crawl, talk or hear.

Must be able to operate and work out of a bucket truck at heights up to 100 feet.

Frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 100 pounds.

Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

Work Environment

Regularly works in outside weather conditions.

Occasionally works near moving mechanical parts and in high, precarious places.

Occasionally exposed to wet and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals, risk of electrical shock, and vibration.

Work is a combination of indoor/outdoor work.

The noise level in the work environment is usually moderate.

Special Requirements

Must possess a valid Virginia Commercial Driver’s License with tanker endorsement or must be able to obtain one within 90 days of employment.

VDOT approved certification for flagger training.

Must be able to distinguish between colors (Blue, Orange, Green, Brown, Slate, White, Red, Black, Yellow, Violet, Pink, and Aqua).
