Our Stormwater and Sanitary Division of the Public Works Department seeks environmentally-minded professionals to join our Environmental Services team. Our team is responsible for erosion prevention and sediment control, storm and surface water management, vegetation, and spill investigation-related inspections. What You Will Be Doing
As the Environmental Services Senior Inspector, you will help protect the City of Hillsboro’s water quality and environmental health in compliance with stormwater regulatory requirements. You will educate before regulating complicated situations. Your primary focus will be performing erosion prevention and sediment control, stormwater management facilities, green infrastructure, planting plans, and vegetative corridor restoration inspections for construction projects. You will be assigned a project and inspect it from the initial mass grading phase until the last remaining structure is completed. Work will be primarily in the field with limited office work, though you will attend meetings in person or virtually as needed. Technology is essential to this role; you will be provided with a tablet, phone, laptop, portable sampling equipment, and a camera for field work and documentation. Communication is critical, as you will document, upload, and communicate environmental requirements and standards with construction contractors, equipment operators, engineers, business owners, residents, state and county partners, and City staff. The position has a heavy field work component, so time management is essential. If you can read and interpret engineering and erosion control site plans, this may be the right role for you. The selected candidate will play a pivotal role in protecting the City’s public stormwater system and the health of our urban watershed within Hillsboro. Primary Duties & Responsibilities
Manage inspections that need to be performed Demonstrate strong time management to complete work independently Perform site inspections and visits on all assigned projects Inspect per permit and program regulations and requirements Document inspections in the field and in the office with photos and notes Communicate items to address with contractors, site superintendents, project managers, and City staff Attend pre-construction and construction meetings Inspect stormwater management facilities and vegetative corridors on all assigned projects Perform stormwater sampling for turbidity, pH, and other parameters to verify compliance as needed Current / Upcoming Projects
Accela Software Upgrade Project North Hillsboro industrial development construction sites (data centers, other large industries) South Hillsboro residential development construction sites (master planned subdivisions and parks, fire station) Successful Candidates Will Have
Previous experience performing erosion control inspections as a Certified Erosion and Sediment Control Lead inspector in Oregon or Washington (or equivalent in other states). Experience using computer content management systems to manage inspection data and track inspections. Strong observation, note-taking, and writing skills. Experience inspecting stormwater management facilities, green infrastructure, landscaping, and vegetated corridor/wetland buffer restoration. Ability to independently perform sampling for all field parameters as needed. Preferred Certifications
Ability to speak, read, and write Spanish Current CESCL certification Experience performing construction-related inspections tied to a regulation or permit (strongly preferred but not required) Knowledge and certification of stormwater regulatory programs Acceptable Experience and Training
Associate’s degree in Civil Engineering, GIS, Geography, Environmental Sciences, Natural Resource Management, General Science, or a closely related field, OR Three years of field experience performing environmental inspections, including interpretation of plans or maps, monitoring, documentation of observations, using GPS devices, field collection devices and sampling equipment, and electronic data entry and records management (this experience can be from school projects, field work, or volunteer work and must be clearly communicated in the application); OR An equivalent combination of education and experience sufficient to perform the essential duties of the job. Licensing/Certifications
Valid Oregon Class C Driver’s License and safe driving record at the time of hire CESCL certification or ability to attain certification within 6 months of hire Environmental inspection certifications in MS4, Erosion Control, Green Infrastructure, LID, or Stormwater inspection are highly desired Additional Information

Employees who can demonstrate the ability to speak Spanish, or any language spoken by over ten percent (10%) of City residents, at a proficiency level determined by a City-administered fluency test, will receive a monthly premium of 3% of their base pay.
