General Public - G Job Duties The Virginia Department of Motor Vehicles (DMV) is seeking an experienced Sr. Grants Accountant & Financial Analyst for the Grants Management Office. This is a professional position responsible for the accounting of revenue, expenditures, and fiscal transactions related to federal grants awarded to the Department of Motor Vehicles (DMV) and for DMV sub-grants awarded to localities, state agencies, universities, and nonprofit organizations while ensuring activity is in accordance with federal and state laws, rules and regulations. This position is responsible for overseeing the processing of vendor payments. It requires using both the agency’s Oracle financial system and the Commonwealth of Virginia’s Cardinal financial system. In addition to processing vendor payments, this position manages the drawdown of federal funds through the federal Grants Tracking System. This position ensures that vendor-processed payments and documentation conforms to prescribed accounting policies and federal, state and agency procedures and regulations. This position is responsible for financial analysis and reconciliation, and the assignment of federal program funds awarded to DMV highway safety grant subrecipients. This position is eligible for a hybrid office/telework schedule. (4 days in office, 1 day of telework) The Virginia Department of Motor Vehicles (DMV), headquartered in Richmond, Virginia, serves approximately 6.2 million licensed drivers and ID card holders with over 8.4 million registered vehicles. In addition, DMV serves many businesses, including dealers, fuel tax customers, rental companies, driving schools, other state agencies, local governments, and non-profit organizations. Minimum Qualifications Experience applying generally accepted accounting principles (GAAP) and governmental accounting policies, procedures and practices Experience with federal grant reimbursement processes Proficient with Microsoft Office applications, including advanced Excel features (e.g., macros, pivot tables, etc.) Experience with customer service, working with diverse groups of people, and communicating effectively both orally and in writing Experience using automated financial systems such as Oracle, Cardinal or other financial systems Experience explaining and applying federal and state policies, procedures, regulations, and guidelines to perform job duties Experience with processing payments across various financial systems, reconciling financial information from various systems and developing/completing financial reports Experience conducting financial and quantitative analysis to identify funding sources for programs/projects, making recommendations for the allocation of funds, and expenditure analysis Additional Considerations N/A Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
