Purpose of Activity/Assignment ECA PSFR Cluster seeks a Direct Response Television (DRTV) Specialist to support ECA PSFR Cluster with DRTV market development by:
Implementing a second DRTV test on the Greek market linked to an Investment Fund allocation approved by PFP on 16 July 2025.
Providing DRTV market opportunities for other ECA Cluster Markets (Bosnia and Herzegovina, Cyprus, Estonia, Kazakhstan, Kyrgyzstan, Malta, Uzbekistan).
For the Greek market, this will require reviewing the DIRECT RESPONSE TELEVISION (DRTV) Campaign Report (Dec 2024‑Jan 2025) and developing media plans that leverage the learnings to ensure best value for money and best performance channels, working in tandem with the media agency in Greece. The DRTV Specialist will collaborate with Digital teams to integrate DRTV and Digital plans to maximize response and will involve key stakeholders in the office at all stages.
For other ECA PSFR markets, including Bosnia and Herzegovina, Cyprus, Estonia, Kazakhstan, Kyrgyzstan, Malta, Uzbekistan, the specialist will conduct assessments on potential DRTV launches with a special focus on media costs versus UNICEF standard DRTV format.
Scope of Work
Review the DRTV Campaign Report (Dec 2024‑Jan 2025) for the Greek market and, based on key results and insights, create a 2025 media plan, leading and working closely with the media agency in Greece on a daily basis.
Maintain close collaboration with the Cluster IG Manager and the CODAS Market Development Manager throughout the planning, execution, and evaluation stages.
Work with and coordinate suppliers across media, creative and response channels.
Ensure smooth data flows between all response channels, inbound and outbound teams, and follow‑on conversion and welcome activities.
Track and follow up results daily, monitor campaigns, and optimize performance where possible based on supplier data.
Produce end‑of‑campaign reports with results, key learnings and recommendations to feed into the next phase of planned activity and continually improve performance.
Conduct market assessments for potential DRTV launches in Cyprus, Malta and Estonia, including an assessment of media cost compared to UNICEF standard DRTV formats to inform decisions on prioritizing DRTV channel expansion in these markets.
Greek Market Deliverables
Lead the DRTV 2025 test: launch and run.
Full campaign analysis and evaluation after test phase.
All results validated no later than 30 January 2026.
Other Selected ECA PSFR Markets
Run market assessment on markets to assess DRTV launch vs media costs.
Assessment reports delivered no later than 27 February to feed into the next testing phase across the ECA Cluster.
Work Assignment Overview In collaboration with the media agency, lead the DRTV 2025 test. Monitor results daily and adjust the media plan with the media agency’s support for optimal performance. Work with the ECA Cluster Digital team to ensure the response channel is aligned and connected to the DRTV test. Based on the media plan, the DRTV campaign will be fully executed and monitored.
Key Milestones & Deadlines
Test launch and run: 15 working days – by 31 December 2025.
Campaign analysis report with evaluation and improvement recommendations: 5 working days – by 15 February 2026.
Assessments of additional ECA Cluster markets (Bosnia and Herzegovina, Cyprus, Estonia, Kazakhstan): 15 working days – by 16 March 2026.
Assessments of markets (Kyrgyzstan, Malta, Uzbekistan): 15 working days – by 13 April 2026.
Estimated Duration of the Contract 50 working days between December 2025 and April 2026.
Consultant’s Work Place and Official Travel The Consultant will be remote/home‑based. International travel is foreseen and will be reimbursed per UNICEF travel policy. All UNICEF rules and regulations related to travel of Consultants apply. Travel shall be undertaken only upon prior written approval by UNICEF. The consultant must be fit to travel, possess a valid UN BSAFE certificate, obligatory inoculation(s) and have valid own travel/medical insurance and an immunization/vaccination card.
Estimated Cost of the Consultancy & Payment Schedule Payment will be made on submission of an invoice and satisfactory completion of the above-delivered results. UNICEF reserves the right to withhold payment if performance is unsatisfactory, outputs are incomplete or deadlines are missed. All materials remain the copyright of UNICEF.
To Qualify as an Advocate for Every Child
First level university degree in a marketing or communications related field.
5+ years of hands‑on experience in developing and managing DRTV campaigns.
Strong understanding of media buying and planning.
Ability to develop robust test plans.
Strong project management and organizational skills.
Ability to coordinate and influence staff at all levels of seniority.
Excellent planning and analysis skills.
Fluency in English is required.
