Overview

Position overview: This position is responsible for the daily operation and supervision of the Health Department's Billing/Reimbursement Unit. It plans, develops, coordinates, implements, and audits reimbursement activities for the agency. It ensures correct reimbursement for services across program components and manages billing and payments from Medicaid, Medicare, and patients. This role involves significant direct interactions with Cumberland County Health Department medical programs. Responsibilities

Supervise and manage the Billing Unit of the Management Support Division staffed by three Patient Relations Representative V positions. This position monitors performance, plans and directs work tasks, updates job descriptions, hires, counsels and disciplines staff. Ensure compliance with the agency's reimbursement policies and auditing requirements. Recommend changes in service codes and billing policies to supervisor. Supervise the reimbursement posting process to ensure accuracy, timeliness, and client account reconciliation to achieve high accuracy. Be responsible for credentialing all medical providers with various payors. Employee may be called upon to assist the agency in public health emergencies and related activities. Minimum Qualifications

Graduation from high school and five years of clerical experience in credit or collection work including two years experience with patient accounts; or an equivalent combination of education and experience. Management Preference

2 years Public Health billing experience. Additional Information

Proficient understanding of medical billing and coding, medical insurance, third party reimbursement and regulatory compliance and monitoring. Solid understanding of supervisory principles. Ability to interpret and analyze accounting data and apply analysis to departmental needs to determine compliance with guidelines, rules, regulations, and laws. Ability to establish and maintain effective working relationships with related agencies, departmental staff, and the public. Excellent customer service, problem solving and interpersonal skills. Ability to learn quickly to disseminate and absorb new concepts in a patient account setting. Must have or obtain and maintain a valid North Carolina driver's license with an acceptable driving record. Background check and negative drug test are required.
