Purpose The Senior Program Specialist will collaborate with all UEM divisions to support the development and implementation of the UEM career development program. The specialist will design, implement, and evaluate career development initiatives, assist with reporting, data analysis, project initiation, training, and other UEM technical programs as needed.
Responsibilities
Program Management : Coordinate and oversee the UEM career development program, ensuring compliance with governing bodies and aligning the program with business objectives.
Stakeholder Collaboration : Identify career development opportunities, skill gaps, and training needs; build relationships with educational institutions and industry partners.
Records Management : Track employee progress, certifications, and milestones; monitor program performance and recommend improvements.
Training Coordination : Plan and conduct training sessions, workshops, and development activities; coordinate external training vendors.
Reporting : Develop and validate reports on training data, cost analysis, and work order metrics; collaborate with stakeholders on report revisions.
Technical Program Support : Provide support for existing and new technical programs; leverage technology and best practices to improve program efficiency.
Additional Duties : Attend staff meetings, safety training, and adhere to UEM and university policies.
Required Qualifications
Bachelor’s degree in Education, Human Resources, or Business Administration.
Minimum of 5 years experience in career development, workforce development, or a related field.
Strong understanding of career development systems, policies, and regulations.
Experience working with diverse groups, including new employees, mentors, and training providers.
Excellent organizational, project management, and time management skills.
Strong verbal and written communication skills.
Ability to analyze program data, prepare reports, and make data‑driven recommendations.
Proficiency in MS Office Suite; experience with Learning Management Systems (LMS) or career development platforms is a plus.
Preferred Qualifications
Advanced degree (Master’s or higher) in Education, Human Resources, or Business Administration.
Experience in a role involving workforce development, career services, or training coordination.
Knowledge of career development programs in utilities or engineering sectors.
Certification in project management, adult education, or workforce development.
Driving Requirements Position requires a class “C” driver’s license and a current 3‑year driving record. Non‑Texas residents must obtain a Texas driver’s license within 30 days of becoming a resident.
Salary Range $62,000
Working Conditions
Uniforms and/or personal protection equipment (furnished)
Work may involve all weather, extreme temperatures, chemical fumes, biohazards, electrical and mechanical hazards.
Environmental Demands
Standard office conditions, hearing and eye protection, gloves, suitable attire; exposure to heat, chemicals, electrical hazards, asbestos.
Exposure to computer emissions, biohazards, and extreme temperatures.
Physical Tasks
Use of keyboard and personal computer; fine manual dexterity.
May perform elevated work, lift up to 50 lbs, handle ladders or scaffolds.
May be required to twist, grasp, push, pull, bend, and perform tasks in confined spaces; extended shifts possible.
Additional Working Conditions
Confined spaces, tunnels, elevated work, extended shifts including nights, weekends, holidays.
Loud noise, high dust, and allergen levels; use of company vehicles; maintain driver rating per UTS157 Section 2.5.4.
Work Shift
Onsite, 40 hours per week; Monday to Friday; schedule to be discussed with supervisor.
