Heavy Equipment Operator – Streets

Overview

Position serves as operator of heavy construction equipment and the maintenance, repair, and construction of public thoroughfares and related improvements. Serves as crew chief or supervisor of crews in the maintenance of drainage systems, street repairs, and emergency responses. Will be required to work frequent overtime during evening hours, weekends, holidays, plus stand‑by on a rotation basis.

This position is classified as a safety‑sensitive position and is subject to a drug‑testing policy that includes pre‑employment, random, reasonable‑suspicion, and post‑accident testing for prohibited substances.

Responsibilities

  • Operate all heavy equipment such as graders, dozers, scrapers, compactors, grade‑alls, tractor/trailer rigs, chip spreaders, asphalt lay‑down machines, and oil trucks (front and rear).
  • Cleans services and makes minor repairs to assigned equipment according to manufacturer specifications and established procedures.
  • Maintains records of preventive maintenance service performed and daily operation.
  • Makes on‑site decisions concerning the grades and location of excavation of all heavy equipment.
  • Directs subordinate operators in specific tasks required by job assignment to ensure progress safely and efficiently.
  • May be assigned as crew leader of street repair crew, repairing streets using equipment such as air compressors, jack hammers, tampers, and pavement saws.
  • Assists in the control of snow and ice by using snow plow, salt, or sand truck spreader.
  • Assists in the clean‑up of damaged trees and buildings during or after storms.
  • May be required to assist other divisions in performing their duties, such as using a front loader or other equipment to get units out of the mud.
  • May be called upon to apply other expertise to tasks such as making barricades or assisting in construction of offices, forms for concrete or head walls in drainage ditches, and some welding.
  • Has ability to set up grade and use transit and level.

Minimum Qualifications

  • Three (3) years of experience in the operation and maintenance of heavy equipment.
  • Experience in the actual layout of new roads and operation of heavy equipment for road construction is preferred.

Licenses and Certificates

  • Must possess a valid New Mexico Commercial Driver License or be able to obtain one within six (6) months.

Knowledge, Skills, and Abilities

  • Knowledge of department rules and regulations and contingency plans.
  • Safe operation of heavy equipment such as graders, loaders, dozers, packers, compactors, water wagon, computer, and printer.
  • Perform functions with minimal supervision; understand and follow basic safety precautions, rules, and regulations.
  • Interact diplomatically with the public and establish effective, cooperative working relationships with others.

Physical Requirements

  • Moderately heavy work involving frequent standing, walking, balancing, bending, stooping, crouching, kneeling, and squatting; pushing, pulling, and lifting items weighing up to 100 pounds.

Working Conditions

  • Regular attendance is an essential function to ensure continuity of services.
  • Position is subject to drug testing in accordance with applicable state and federal regulations and City of Clovis policies.
  • Essential duties are predominantly performed outdoors with exposure to all types of weather conditions.
  • Employee is exposed to airborne particles, potentially toxic and/or caustic chemicals, and extreme temperatures; traveling from site to site, and working around traffic and heavy construction equipment.
  • Use of safety shoes, glasses, and other equipment is required.
