Purpose
Under general supervision, the Solid Waste Compliance Specialist plans, coordinates, and performs advanced duties related to solid waste compliance and inspection activities.
Responsibilities
- Coordinate and conduct five-year compliance reviews of permitted solid waste management facilities, ensuring adherence to regulatory requirements and documenting findings for internal review.
- Collaborate with Department personnel to address compliance issues. Prepare compliance letters and draft enforcement referrals under guidance from senior management.
- Provide technical assistance to the public, consultants, and Department staff on solid waste management issues, interpreting regulations and offering practical solutions.
- Support Regional staff in conducting inspections and compliance investigations. Assist in developing and delivering training sessions for solid waste inspectors. Contribute to the creation of SOPs and electronic forms for inspection activities.
- Administer training programs for Transfer Station Operators and Class 2/3 Landfill Operators. Track certification renewals and CEU credits, ensuring timely updates and compliance with training standards.
- Maintain and update electronic databases to ensure Division needs are accurately reflected in system functionality. Provide input on system improvements and troubleshoot data issues as needed.
- Perform additional duties as assigned, including participation in workgroups, special projects, and support for Division initiatives.
Qualifications
- A high school diploma and four (4) years of environmental health or related experience.
- An associate degree in the natural or physical sciences or related technical field and two (2) years of environmental health or related experience.
- A bachelor’s degree in the natural or physical sciences or related technical field.
*These fields include but are not limited to branches relating to Physics, Chemistry, Earth Sciences, etc.
Institutions of Higher Learning must be recognized by the Council for Higher Education Accreditation.

Additional Requirements
- Must have valid state driver’s license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle.
- Must have experience using personal computers, Microsoft Word and Excel.
- Ability to handle multiple tasks daily in an effective manner, and communicate effectively both orally and in writing in a clear and concise manner.
- Ability to follow detailed inspection procedures and policies and comprehend and apply statutory and regulatory requirements for regulatory inspections.
- Must have sound knowledge and experience in regulatory compliance and/or enforcement.
- May require:
- Daily travel throughout the state.
- Occasional overnight travel.
- A master’s degree in the natural or physical sciences or related technical field. One or more years of environmental health or related experience.
