Vice President, Chief Government Relations Officer Otis is seeking a proactive and strategic leader to serve as the Vice President, Chief Government Relations Officer. This critical, executive-level role will lead Otis’ global government affairs strategy and be responsible for navigating complex policy landscapes, defining and executing Otis' legislative and regulatory strategy across local, state, national, and international jurisdictions. The VP will serve as the primary liaison between the company and key government stakeholders, ensuring Otis' interests are effectively represented and advocating for public policy that aligns with our business objectives and the Otis Absolutes: Safety, Ethics, and Quality.

This role reports to Otis’ SVP & Chief Compliance Officer and will directly support the Chair, CEO & President and members of the Executive Leadership Team (ELT), as required. This person will be based in the United States, ideally in the Washington, DC or Farmington, Connecticut areas.

Key Accountabilities

Develop and execute a comprehensive government relations strategy that supports Otis’ business priorities and growth objectives and advances Otis’ policy priorities.

Provide timely and strategic counsel to the Chair, CEO & President, the President of Otis U.S. & Canada, and other ELT members on policy developments and political trends impacting the business.

Serve as the primary liaison with federal, state, and local government agencies, trade associations, and regulatory bodies to build relationships and influence. Support international initiatives as needed.

Lead advocacy efforts on key issues including building and safety codes, infrastructure spending, modernization, digital innovation, trade, and workforce development.

Oversee and ensure strict adherence to all U.S. federal and state lobbying, ethics, and campaign finance laws.

Strategically manage the Otis Political Action Committee (PAC) activities.

Select, retain, and manage external lobbyists, consultants, and trade associations, building and maintain strong relationships with policymakers, and industry influencers.

Monitor, analyze, and communicate the impact of proposed and enacted U.S. public policy on Otis’ operations and financial performance to internal business leaders.

Collaborate with internal teams (Legal, Compliance, Communications, and Business Units) to ensure consistent messaging and policy alignment.

Represent Otis at industry forums, conferences, and public hearings.

Experience & Qualifications

Extensive and progressive experience in U.S. government relations, public affairs, policy advocacy, regulatory strategy or a related field, with significant experience operating at the executive level in a large industrial company.

Bachelor’s degree required; advanced degree (J.D. or Master’s in Public Policy/Political Science/ related field) strongly preferred.

Deep and demonstrable understanding of the U.S. legislative and regulatory process, particularly concerning infrastructure, manufacturing and building codes and trade.

Proven track record in developing and executing complex advocacy strategies, influencing policy outcomes and navigating complex regulatory environments.

Skilled and experienced at working with U.S. federal agencies, international regulatory bodies, and multilateral organizations.

Executive Presence and Communication:

Ability to articulate complex policy positions clearly and concisely to diverse audiences, including the CEO and high-level gov’t officials.

Salary & Benefits The salary range for this role is USD $260k - $290k. We may ultimately pay more or less than the posted range, and the range may change in the future. Pay within the salary range will be based on several factors including, but not limited to, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.

This position is eligible to participate in our annual executive short-term Incentive plan and is eligible to receive equity awards under the Otis executive long-term incentive plan.
