Reporting directly to the President, the Executive Director directs and oversees Fresno State's governmental relations activities in consultation with campus leadership and in coordination with the CSU Chancellor's Office to plan and execute a comprehensive government relations strategy that advances Fresno State's mission with local, regional, state and federal elected officials. Key responsibilities include: Act as the campus' chief liaison to legislators, district offices and government officials. Serve as a member of the President's Cabinet and on various University committees and task forces. Coordinate with the Vice President for Administration/Chief Financial Officer to develop advocacy plans that influence funding for Fresno State. Develop materials (talking points, summaries, reports) with marketing/communications to advance government relations. Assess and prepare all written material related to legislative matters, including bill positions and briefing documents. Direct a program to create awareness and build relationships to generate support for Fresno State's programs and initiatives. Develop and manage an annual strategic plan and budget for government relations. Act as the campus' initial point of contact for legislative and policy issues and the state budget. Lead monitoring of state and federal budget processes and policy matters, identify funding opportunities, engage third-party advocates, and advocate for Fresno State funding. Monitor and analyze legislation for policy, legal, and fiscal implications and stay informed on political trends affecting Fresno State. Collaborate with Advocacy/State Relations offices to pursue campus objectives and prepare information as needed. Draft position letters, legislative language, testimony, and arrange for witnesses at hearings; represent the campus at meetings and conferences. Work with advocates from other universities, K-12, higher education associations, labor unions, and other entities to build coalitions. Provide information that enhances understanding of Fresno State’s purposes and achievements, and engage in strategic direction of advocacy efforts. Travel with the President to Sacramento and Washington, DC to represent and advance Fresno State’s interests. Minimum Requirements
Knowledge: Detailed knowledge of the California Legislature, Executive Branch, and/or state higher education. Knowledge and experience in policy making and/or political arenas. Knowledge of California’s educational system including the California State University. Knowledge of higher education current issues and challenges. Knowledge of Microsoft Word, Outlook, Excel, and PowerPoint. Skills: Strong interpersonal skills (high EQ), including negotiation and persuasion. Strong oral presentation and public speaking skills. Political acumen to enable sound judgments in interactions with diverse constituents. Abilities: Ability to analyze state and national trends and developments that could impact the university. Ability to communicate effectively, facilitate open discussions, collaborate with multiple constituencies, and write clear reports. Education and Experience: Bachelor's degree from an accredited college or university. A minimum of five years of progressively responsible experience in a legislative or higher education office. Preferred Qualifications: Master's degree in public policy, public administration, or comparable graduate degree preferred. A strong working relationship with key government personnel is essential.
