Overview

Permit Service Supervisor (COMMUNITY DEVELOPMENT -BUILDING) at City of Sunrise Position involves supervising Permit Service Specialists and Building records staff, supporting the Building Official and other building staff, acting as a liaison for customers in the building permit process, and assisting in processing and monitoring building permits and related items within the Community Development Department. Responsibilities / Essential Job Functions

Supervises assigned staff including creating schedules, assigning tasks, approving time cards and time off, monitoring employee performance, and performing employee evaluations. Monitors performance measures and runs associated reports. Assists staff during daily operations and monitors workflow progress. Facilitates superior customer service and conveys information to contractors, design professionals, homeowners, business owners, residents, and others concerning the status of permits via telephone, email, and front counter. Ensures all Permit Service Specialists tasks are properly staffed to ensure adequate coverage of daily operations. Assists permit service specialists in the review of permit applications, plans, and related documents for completeness and submission requirements; determines correct permit type; includes hard copy and electronic submittals. Serves as a project liaison for larger projects and for customers needing assistance in the building permit process. Serves as City permitting liaison with Broward County Alliance and represents City at professional meetings. Inputs or verifies permit application data in the City’s computer system for both paper and electronic submittals as needed. Manages daily deposits for the Building Division. Maintains processes and procedures for permit processing, cashiering, and records retention. Evaluates workflow processes for improvements and recommends changes to senior staff. Coordinates with review agencies (various divisions/departments) and routes plans for review. Manages contracts for services within the Division. Promotes teamwork across the Division and Department. Notifies relevant parties about status throughout the plan review and permit process (reviewers, applicants, homeowners). Assists with verifying fees, creating invoices, and collecting fees related to permitting. Assists with processing approved plans for issuance and issues plans once fees are collected. Coordinates with Broward County Property Appraiser on related improvements and taxable value. Assists permit service specialists with scheduling inspections and routing calls regarding inspection time frames and questions. Manages public inquiries and ensures timely responses. Educates customers in permitting procedures and explains required actions for processing. Demonstrates professionalism and respect for diverse audiences in all public interactions. Interacts with City personnel, outside agencies, property owners, business owners, and community groups in performance of duties. Assists the public with account registration for the e-Permitting system. Assists with special projects, research, and reporting as required. Performs related work as required. Qualifications

Education

Graduation from an accredited high school/vocational school or G.E.D. equivalency. PROOF OF EDUCATION MUST BE SUBMITTED AS AN ATTACHMENT WITH APPLICATION. (Applications without attached proof of education will not be processed for consideration.) Experience

Extensive administrative experience, preferably in construction permitting and public interaction. Supervisory experience preferred. Experience in customer service that deals directly with the public. Proficiency in Microsoft Word, Excel, and Outlook required; Must pass Word and Excel assessment. Experience with Tyler Energov software preferred. Physical & Work Environment

Light physical effort in sedentary to light work; occasional lifting up to 30 pounds. May involve climbing stairs and extended periods of sitting and standing. Work is performed primarily in a standard office environment with typical conditions. Ability to communicate orally and in writing; ability to perceive visual cues and differentiate signals. Knowledge, Skills, And Abilities

Knowledge of ordinances, rules, and regulations pertaining to issuing permits. Knowledge of costs and fees for each permit type. Modern office practices, procedures, and equipment; strong computer, Microsoft Office, and department software skills. Ability to explain permitting information tactfully to the public; ability to plan, organize, and supervise staff to achieve high performance and morale. Ability to analyze detailed information to resolve permitting issues; establish and maintain effective working relations; report on performance data in writing. Ability to work in a fast-paced environment with independent judgment; address escalated situations. Ability to review staff payments for accuracy and manage deadlines; prioritize workload to meet department needs. Ability to prepare and maintain detailed records and reports. Benefits
