Supervising Air Quality Engineer
Source Test Section performs source emission tests at regulated facilities for compliance determination, emission factor development, and information gathering. Facilities that are commonly tested include petroleum refineries, power plants, manufacturing facilities, wastewater treatment plants, landfills, and gasoline dispensing facilities. The section also provides regulatory oversight for facility continuous emission monitoring system operation, facility contracted source testing, and special testing or measurement projects.
This full‑time, represented position requires a working supervisor who provides both supervision and professional engineering services in support of the District's goals and objectives. The incumbent will supervise the section’s air quality engineering staff and perform highly complex and specialized program assignments, coordinating or performing field, shop, and office source test program duties, including equipment purchase specification, data reduction and analysis, workgroup participation, and report preparation.
Responsibilities
Supervise and participate in field engineering compliance audits and operational tests.
Supervise and participate in source testing and sampling, analyze the results, and prepare reports; observe and audit private contractor tests.
Assign, supervise, review, and evaluate the work of professional, technical, and support staff.
Review permit applications and recommend permit issuance or denial.
Review and issue Federal Title V permits and recommend and implement regulatory changes and system developments to comply with the Federal permitting program.
Research and develop new and revised rules and procedures for regulation of air quality; determine emissions and potential emission reductions and cost of controls; establish control levels and technology; write proposed regulations; prepare technical assessment reports; conduct workshops; make public presentations.
Represent the District in meetings with the public, industry, and other agencies.
Supervise and participate in the development of emissions factors for complex facilities.
Participate in the selection of assigned staff and provide training and professional development.
Handle hearing board matters involving variances, order of abatements, and public nuisances.
Supervise and participate in toxic risk screenings and assessments.
Conduct technical seminars for industry and other agencies.
Coordinate the District’s response to public and industry inquiries regarding regulation interpretation, permit preparation, compliance measures, and emission calculation methods in person, by telephone, and in writing.
Testify as expert witness before the Hearing Board.
Qualifications Equivalent to graduation from a four‑year college or university with major coursework in environmental, chemical, mechanical, or petroleum engineering or a closely related field and four years of air quality environmental engineering experience.
Other Requirements
Must possess a valid California driver’s license.
A company vehicle will be provided for business use and must be taken home daily. Employee will be responsible for maintaining the vehicle per the District Vehicle Policy.
Must pass a physical exam and meet the requirements of a lift test for occasional physical duties.
